As an important part of tax administration,propaganda take an important role in popularizing the knowledge of tax law,spreading the culture of taxation and enhancing the communication between the tax bureau and the taxpayer.The tax propaganda is important in the social and economic activities,it can optimize the tax service while establishing a good social image of the tax authorities.At the same time,the tax propaganda can also enhance the tax compliance of the tax payers,and raise the consciousness of the whole society in accordance with the law.Xishuangbanna is a ethnic minority area,which starts late in the management of tax propaganda.Progress is blocked in this area for lacking relevant practical experience,the poor hardware conditions and the inadequate numbers of staff.However,with the unique minority culture and location advantages,tax propaganda in Xishuangbanna is being continuously perfecting.This thesis takes the methods of consulting information,in-depth interview and comparative analysis to analyze the current situation and existing problems of the tax propaganda in Xishuangbanna.Learning from the experience of tax propaganda in other ethnic minority regions and some advanced areas in China,and using the New Public Service theory and the Balanced Scorecard theory,this article aims at raising the level of tax propaganda and providing a reference for building a good social awareness.There are five parts in this paper.The first part is the introduction,which introduces the background and significance of the research.By consulting a large number of first-hand materials and Summing up the research results of tax propaganda at home and abroad,a literature review was formed.The second part analyzes the important concepts involved in the study.This part also introduces the New Public Service theory and the Balanced Scorecard theory,and analyzes its enlightenment to tax propaganda.In the third part,this paper takes Xishuangbanna Autonomous Prefecture as the research object,and analyzes the basic situation of tax propaganda in this area,at the same time,put forward the problems existing in tax propaganda and analyzes the reasons.The fourth part lists some classic cases of tax propaganda in some minority areas and developed areas in China.By analyzing the excellent practices of these areas,this part summarizes the successful experience.Under the guidance of the theory,the fifth part put forward some suggestions,which are directed against the insufficient in tax propaganda of Xishuangbanna.These suggestions will play a guiding role in updating the propaganda concept and promote the effect of tax propaganda.They also have certain feasibility and are worth trying and applying in practice.
