19^th National Congress proposed“What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life”,And regional coordinated development strategy is put forward,Intensify efforts to support the ethnic minority areas and poor areas.Prime minister Li Keqiang once pointed out in the government work report that urbanization is a key point for accelerating the development of ethnic minorities in China and a new growth point.Due to natural and historical reasons,China's urbanization development speed and level is not balanced,the eastern region of urbanization is faster,higher levels of urbanization,but urbanization slower in southwest China,which is in a concentrated area of ethnic minoritiesUrbanization is both a shortcoming and a major development opportunity for ethnic minority areas.So the southwest national area farmers livelihood transformation into ability raise questions of urbanization research has practical significance.In southwest ethnic areas as the study area,the region's farmers livelihood transformation as the research object,relying on the national social science fund project,Using interview method and questionnaire investigation for related farmers information data,The southwest national area farmers livelihood transformation is divided into different types,Building contains 3 primary indexes and 17 secondary indicators of the southwest national area farmers livelihood transformation into the ability to measure index system of urbanization,The integrated use of Delphi method and analytic hierarchy process?AHP?respectively to the urbanization of different types of farmers into the ability to measure.And put forward improving the capacity of farmers livelihood transformation southwest ethnic areas urbanization in relevant strategy,The main results were as follows:?1?the southwest national area farmers polled 78.24%of farmers willing to urbanization,Among them are willing to urbanization on the spot or in the vicinity of 70.71%,29.29%of farmers hope to go abroad to participate in the urbanization,Ideally for the county town of 83.86%,For the provincial level and above accounted for 16.14%;?2?Through SPSS system by applying the method of minimum distance cluster,This study divides the farmers into four types:In situ non-agricultural,migrant workers,go out to do business and stable employment;?3?the southwest national area farmers livelihood transformation is integrated into the ability in a medium level of urbanization,Four types of farmers into the ability of urbanization from strong to weak order to stabilize the employment,migrant workers,in turn out in business and in situ non-agricultural farmers;?4?the farmer's comprehensive ability from three aspects,the ability to withdraw from the rural,enter the city and into the city's ability,The main factors affecting the ability of farmers out of rural is the rural land and housing land,The main factors affecting the ability of farmers into the city is urban housing prices,level of education and family economic basis;Main factors affect the ability of the city is located in the policy.Based on the above research results put forward the following strategies:?1?the government to reform the household registration policy,for a living transformation of farmers leave ground for retreat.?2?expand the source of livelihood,raise the level of livelihood transformation of peasant household income.?3?increasing the financial input in adult education,raise the level of farmers livelihood transformation by education.?4?reduce settled threshold,improve farmers livelihood transformation ability of city.?5?encourage farmers livelihood transformation in ethnic minority areas in situ urbanization.
