Studies On The Administrative System Of Reclamation In Shenyang City

The Reclamation is an organization established under certain historical conditions for the fulfillment of the national mission.The administrative system of the Reclamation refers to the sum of the systems,methods and forms of institutional establishment,management authority and management system in the process of management activities.The Reclamation played an important role in a particular historical period.Shenyang Reclamation has played an important leading role in the development of Shenyang agriculture and related secondary and tertiary industries.It also made great contributions to Shenyang city construction and economic development.Over the years,with the release of many high-quality resources,many problems occurred in Shenyang Reclamation.The research methods used in this paper include empirical analysis methods,comparative analysis methods,literature research methods,etc.In recent years,the main problems in the administrative system of Shenyang Reclamation include:the administrative system repeated changed,the development strategy biased,the administrative authority is incomplete,in addition,the social burden of the farms have never been reduced.The main reason for these problems are:the administrative system reform ideas appeared swing,the authority made mistakes in the development strategy decisions,the legal system of local administrative management is lagging behind,as well as the lack of integration initiative for both the reclamation and local government.Based on the theory of administration,there are four main ways to reform the administrative system of Shenyang Reclamation.The first is to identify the new-period reform ideas of administrative management system.The second is to make scientific strategy decisions to reform the administrative management system.The third is to explore suitable legal guarantee system.And the forth is to construct the administrative system to improve the integration initiative.This paper draws three conclusions.First,the repeated changing in the administrative system is the key issue of the problems.Second,group developing is the direction of reforming the administrative management system in new period.Besides,attention should be paid to give administrative authorities for the reform of administrative management system.
