Research On The Reform Practice And Development Dilemma Of State-Run Wanbu Comprehensive Reclamation Farm In Anyi County

As the "national team" of China’s agricultural front,agricultural reclamation plays an important role in promoting the strategic development of China’s Rural Revitalization and is a force that can not be ignored.Taking the state-run Wanbu comprehensive reclamation in Anyi County as an example,this thesis introduces the establishment and development process of the state-run Wanbu comprehensive reclamation in Anyi county from a panoramic perspective,discusses the achievements,existing difficulties and problem-solving practice of the operation and management of the state-run Wanbu comprehensive reclamation in Anyi County in the era of planned economy and market economy,and looks forward to the follow-up development of the reclamation site,Some shallow countermeasures and suggestions are put forward.Through the analysis of different historical backgrounds,it can be found that at the beginning of the establishment of agricultural reclamation,land has been developed and utilized through reclamation in the ancient wasteland,which has played a positive role in changing the economic and social appearance of backward areas and improving the living standards of workers and agricultural workers in the reclamation area.Its administrative color makes the agricultural reclamation economy have more development advantages in the era of planned economy with insufficient material level,and has achieved remarkable social and economic benefits.Through the evaluation and analysis of the reform dilemma and problem solving practice of the state-run Wanbu comprehensive reclamation farm in Anyi County,the reform dilemma of the non collectivized state-owned reclamation farm mainly has five aspects: first,the operation and management system of "no separation between government and enterprises" restricts the development of agricultural reclamation;Second,the shortage of land,funds and talents hinders the transformation of agricultural industrialization;Third,the heavy burden of handling social functions has caused unsolvable problems left over by history;Fourth,land rights and interests have been frequently invaded,which has compressed the space for survival and development;Fifth,the internal cohesion is weakened,and the cadres and workers lack the willingness to reform,innovate and forge ahead.Through the analysis of the reform practice of the state-run Wanbu comprehensive reclamation in Anyi County,it is concluded that the reform of the agricultural reclamation system is still on the road.The reclamation field should not only be based on the reality,but also integrate into the overall development situation,develop advantageous industries through transformation and upgrading,accelerate the revitalization of the reclamation area under the background of rural revitalization,and constantly release the endogenous driving force of development.To sum up,the key to the reform of non collectivized small and medium-sized state-owned farms is to make three moves.First of all,local party and government leaders should attach great importance to it and relevant departments should support and cooperate.Through the establishment of high-standard leading institutions,the main leaders of the party and government personally grasp and promote at a high level;Relevant departments cooperated closely,strengthened the top-level design and issued a series of relevant documents to provide strong policy support for deepening the reform of agricultural reclamation.Secondly,we should safeguard the legitimate interests of workers and agricultural workers.We should take safeguarding the fundamental interests of employees and farmers and workers as the starting point and foothold of the reform,coordinate the interests of all parties,handle the relationship between reform,development and stability,and take the happiness and satisfaction of employees and farmers and workers as an important yardstick to measure the success of agricultural reclamation reform.Finally,we also need to find the way of green,healthy and sustainable development in reclamation areas.By combining with their own reality,excavating characteristic advantages,continuously deepening reform and releasing the endogenous driving force of development,agricultural reclamation will become a demonstration highland for Rural Revitalization.
