| Since the reform and opening up,China’s economic and social development,the rapid progress of urbanization,a large number of people pouring into the city to live and work,resulting in a large increase in the demand for housing in urban areas,and the rapid rise of housing prices in major cities.However,a considerable number of urban residents are facing the dilemma that the rising income level can not keep up with the soaring rate of house prices.The number of families with housing difficulties is increasing year by year,and the contradiction of housing demand is becoming increasingly acute.Our government attaches great importance to housing security,pays attention to ensuring the basic housing needs of the middle-income and low-income "sandwich layer" groups,and is committed to establishing a housing security system in line with China’s actual situation.According to the actual situation of Nanning City,a housing security system consisting of low-rent housing,public rental housing,affordable housing and general price-limited commercial housing has been established.The promotion of housing security work can not be separated from the construction of affordable housing,especially public rental housing,which is the most important mode of supply.With the continuous completion and delivery of public rental housing projects,its follow-up operation and management issues become increasingly prominent.Firstly,based on the background of the establishment of housing security system in China and Nanning,this paper analyses the current situation of planning,construction and follow-up operation management of public rental housing projects in Nanning,and lists in detail the development of housing security work in Nanning,as well as the significance of establishing housing security system.Then,through the study of the construction and operation mode of public rental housing by domestic and foreign scholars,taking Nanning AA public rental housing project as an example,this paper deeply analyzed how to effectively control the risk of the follow-up operation of public rental housing project.The operational risk of public rental housing invested by the government is divided into six categories:policy risk,investment risk,delivery risk,market risk,business risk and environmental risk.The corresponding risk prevention and risk response schemes are explored.Through the exploration in this field,we hope to deepen the policy research on the follow-up operation and management of Nanning public rental housing projects,provide reference for the administrative departments to formulate more scientific and reasonable operation and management mode of affordable housing projects,and promote the improvement and development of Nanning housing security work. |
