Indemnificatory public rental housing is the investment of the government or the policy support. It limits areas of housing and levels of rent, aiming to offering to low-or middle-income families who have difficulty in housing, new employees and migrant workers. The background is the society floating frequency during the transformation of the market economy and more labor forces rushing from suburbans to urbans. The labor force’s transfer urgently demands new cities should solve the housing problem. Low-or middle-income groups cannot afford commercial houses in cities. On the other hand, affordable housing and low-rent housing have charateristics in looking for big rent seeking space and limited security scopes. Therefore, as a new housing security mode, the public rental housing takes an important responsibility of protecting migrant workers including low-or middle-income groups.This article is targeted at the operating mechanism of public rental housing. With the sample of Nanjing city, it uses methods of semistructured interviews and comparison to make systemetic analysis in operating mechanism of the public rental housing and discuss its existing problems. This article also selects three representative cities, Beijing, Shanghai and Chongqing and two successful areas, Hong Kong and Singapore to absorb experience.The article refers three parts about operating mechanism of public rental housing, which are raising construction, distribution and usage. With respect to raising construction, the article emphasizes the mechanism of house resources raising, fund and planning construction. It also points out such problems as single raising channels of house resources, less participation of enterprises in financing mechanism and unreasonable planning lay out. The distribution part mainly discusses the mechanisim of permitting, rent and quitting and also analyzes such problems as existing permitting mechanism which excludes migrant workers, incomplete waiting systems. The usage part mainly makes analysis in the mechanism of pricing, management and application. It also points out the problems of existing rent setting which is lack of differency, incomplete management and inadequate application. According to these problems, the article puts forward suggestions as blew mentioned by the combination of successful experience. To start with, the government should make overall plans and reasonably control the scope of public rental housing. Secondly, the government should make full use of exising stocking housing and should raise house resources by multiple channels. Thirdly, the government should create financing channels of public rental housing and should raise fund by multiple channels. Fourthly, the government should make different pricing mechanism to ensure fairness and efficiency of public rental housing. Fifthly, the government should perfect the housing rental market to offer more housing choices for low or middle income groups.
