Research On Poverty Alleviation Of Agriculture Industry Under The Buckground Of Rural Revitalization

General secretary Xi Jinping put forward important instructions for implementing the Strategy of Rural Revitalization in the report of the Nineteenth National Congress.The strategy insisted on giving priority to the development of agriculture and countryside,and put forward the general requirements of achieving "prosperous industry,livable ecology,civilized rural style,effective governance and well-off life".Solving the problem of poverty is the root of rural revitalization,which is related to the well-being of the people.In the new era,China has carried out the project of "precision poverty alleviation",which however,is facing new requirements and challenges.In order to meet the requirements of poverty alleviation,the concept of "poverty alleviation in agricultural industry" has been put forward.Promoting the industrialization of rural agriculture has become an important measure and effective way to accomplish the task of eliminating poverty.Through the in-depth interpretation of the national policy,this study discussed the importance of poverty alleviation in agricultural industry in China,and analyzed the current situation of poverty alleviation in agricultural industry in Jiangsu Province.Taking Shuangzhuang Village in Huaiyin District of Huai'an City as a case study,this paper carries out a complete industrial poverty alleviation plan,in order to achieve an effective combination of theoretical analysis and case study,and make a useful exploration for the poverty alleviation of agricultural industry.The main contents and conclusions of this study are as follows:1.Precision poverty alleviation is the essential way to realize rural revitalization in China.Industrial poverty alleviation is an important form of precise poverty alleviation.In practice,it is necessary to aim at the difference of industrial demand in poverty-stricken areas,give full play to the advantages of characteristic industries in poor areas,mobilize the enthusiasm and creativity of poor residents,and enhance their ability to develop independently.2.Most of the policies and studies focus on the concentrated poor areas such as those in west China,which usually located in mountain areas and highlands.But for eastern coastal areas and other areas with better economic foundation,there are less researches on poverty alleviation and development.Jiangsu province is one of the developed provinces in the East.In recent years,the policy and funds in the province have strongly supported the work of poverty alleviation,and have made a series of significant progress.However,as time goes by,some deep-rooted contradictions and difficulties are gradually emerging.Through the analysis of accurate modes of assisting agriculture development in the province,it will help build a chain of industrial assistance in poor areas,and explore a new model to promote the agricultural industry to help the poor.3.Aiming at the problems existed in previous studies,under the background of rural revitalization,this study integrated agronomy,urban-rural planning,sociology,ecology,landscape science and other disciplines,and took Shuang Zhuang village in Huaian city of Jiangsu Province as an example to make a case study and formulated a poverty alleviation plan.The formulation process of the poverty alleviation planning included:selecting research teams,analyzing the current situation of villages,choosing agricultural industries,planning and transformation of infrastructure,establishing operation mechanism and safeguard measures,financing and analyzing benefit,and continuous tracking after implementation of the planning,4.On the basis of full investigation,combined with the village situation of Shuangzhuang Village,it was determined to focus on the development of the four major agricultural industries of Pecan,high-quality edible rice,gold needlework,and Chinese herbal medicine;It is proposed to cultivate new types of subjects,including large farmers,farmers 'cooperatives,leading enterprises,and guide new types of subjects to establish stable driving relations with poor households,and provide full industrial chain services to farmers,so as to improve the degree of organization of farmers.It is proposed to establish and improve the poverty alleviation mechanism and guarantee system to help farmers achieve poverty alleviation and prosperity.and also provide valuable reference for the development of agricultural industry in the same type of villages.
