According to Transforming our world: the 2030 agenda for sustainable development which released in 2015,the State Council issued the China's implementation of the 2030 sustainable development agenda innovation demonstration zone in 2016,It is proposed that China will build a number of innovative demonstration areas of national sustainable development agenda.The construction of the national sustainable agenda innovation demonstration area is a new important strategy for the economic and social development of all parts of the country.In the absence of the same type demonstration area which can be used for reference,Referring to the key areas identified in the 2030 agenda for sustainable development,and according to the principle of " one set of programs in one regional",it is particularly important to study how to encourage the combination of different local characteristics and real demands,and study the countermeasures for sustainable development in the region.This article takes this as the research object,and relies on the key project of science and technology support in Hubei Province— "Research on the Countermeasures for building the national sustainable development agenda Innovation Demonstration Zone in Hubei" to carry on intensive study.First of all,this paper describes the 2030 sustainable development agenda,sustainable development and system dynamics theory,analyzes the background and contents of the 2030 agenda for sustainable development,and focuses on 17 sustainable development goals.Analysis the key bottleneck which restricting the sustainable development of Wuhan city from innovation,education,resources and environment,social progress.The main problems are insufficient driving force of scientific and technological innovation to economic and social development,the unbalance of the structure of scientific and technological talents,low conversion rate of scientific and technological achievements,the utilization rate of water resources needs to be improved.Then,with the integration of scientific and technological innovation and social progress,scientific and technological innovation promotes economic development as the main theme,and combines the characteristics of Wuhan and the needs of reality.Using the system dynamics method,establish the SD model of the agenda innovation demonstration area.The SD model has passed the dimensional consistency test,the suitability test of the model structure,and the consistency check between the model structure and the actual system.And the simulation prediction has been carried out by using Vensim-PLE.The analysis shows that during the prediction period,GDP,total water resources and carrying capacity of infrastructure will maintain a good development trend,but the growth rate of high-tech contribution,water environmental protection and technological human resources will be relatively slow.Finally,on the basis of the previous simulation,set up three groups of policy combinations,and simulate the development trend of the system under different combination schemes.The simulation results show that when the scheme 3(Science and education resources development + water environmental protection)is implemented,Wuhan is in a relatively best state of development.According to the simulation results,this paper puts forward some countermeasures and suggestions from five aspects: increase government and social support,transform science and education advantages into innovative development advantages,build green new industrial system,strengthen water environment and ecological environment protection,and adhere to the strategic path of low energy consumption and reduced growth.
