| Since2011,with the development of strategic emerging industries, every province,autonomous region and municipality directly under the central around the country hasbegun to strive to develop this kind of industry. However, there is no way knowingwhat is the effect of industry cultivation in different districts. So, the purpose of thispaper is not only to realize the industry status but also to provide guidance for futuredevelopment.By using the theory of sectoral innovation system(SIS), this paper mainly re-search the strategic emerging industrial issues. First, combined the distinctive proper-ties of the functions approach to innovation systemswith the strategic emerging indus-tries in our country, it is to analyze the operational mode of SIS of strategic emergingindustries in our own country and of which the power supply and dynamic mechanismof operation is to be stated. Second, this paper makes efficiency evaluation to SIS ofstrategic emerging industries form which to study the form and content of input andoutput with alternative angles in the innovation system, at the same time to structure atarget system of efficiency evaluation which perfectly fits the innovation system ofthe industries. The selection of input indicators are intramural expenditure on R&D,R&D personnel of full-time equivalent, R&D projects, total assets and annual averagenumber of employed personnel. Meanwhile the selections of output indicators are pa-tent applications, and sales revenue of new products, in addition, using data envelop-ment analysis (DEA) to efficiently evaluate SIS of strategic emerging industries ofdifferent districts in our country.Through above the study, it aims to realize the development status and differencesof strategic emerging industries between different districts in our country. Accordingly,it comes to propose a relevant political idea, in order to produce some reference val-ues for the provincial governments to cultivate and develop the strategic emergingindustries. |
