With the development of economic globalization and regional integration,China,Laos,Myanmar,Cambodia,Thailand and Vietnam established the Greater Mekong Subregional Economic Cooperation(GMS)in 1992.In order to speed up the flow of resources and personnel in the Greater Mekong Subregion to promote transport facilitation and improve economic efficiency in the subregion,six States parties signed the GMS Agreement on Transport Facilitation,but since the signing of the Agreement,the results of transport facilitation in the Greater Mekong Subregion have not reached the objectives of the Agreement.The reasons include the contracting parties and the internal countries.This paper focuses on the mechanism of the collaborative management of the Contracting Governments in the implementation of GMS Facilitation Transport Agreement.Firstly,the paper reviews the relevant theories of facilitation transport,multilateral agreements,collaborative management and the status research of transnational government collaborative management.Secondly,based on investigation and interviews,the paper summarizes the current situation and problems of cooperation in the implementation of GMS facilitation transport agreement.Thirdly,according to the theory of collaborative management,the paper summarizes the influencing factors,organizatiornal mechanism,dynamic mechanism,communication mechanism and supervision mechanism of Contracting Governments in the implementation of GMS Facilitation Transport Agreement.Fourthly,the paper takes Kunman Highway International Highway as an example,which chooses transportation time and cost as variables of the level of collaboration,at the same time,the gravity model is expanded and transformed,and the regression calculation is used to test the impact of collaboration on trade.Finally,combining the above research and the theory of collaborative management,the paper puts forward suggestions on improving the level of collaborative management of the contracting governments in the implementation of GMS Facilitation Transport Agreement.The above research has perfected the relevant theories of transnational government collaborative management theoretically,and has practically guided the Contracting States to collaborative management and development commonly in accordance with the objectives of the agreement,which facilitates the implementation of the GMS "convenient transport agreement",at the same time,it provides reference for the effective implementation of other agreements signed in the "one belt and one road" initiative in China.
