With the deepening of economic globalization and regional economic integration, the total scale of global trade continues expanding. Since the world trade organization was established, the world’s average tariff level has been declining, non-tariff trade barriers have been slashing. So the space of promoting trade profit is narrowing by lowering tariffs or reducing non-tariff barriers. At the same time, the existence of "non-efficiency" in the process of trade increasingly caused people’s attention. Scholars’ research also suggests that trade facilitation plays a great role in reducing trade cost and improving the level of global welfare. This paper, on the basis of research on trade facilitation related literature at home and abroad, gives a definition of trade facilitation, which is a series of measures to simplify and coordinate trade related formalities, to speed up the flow of goods, to improve the efficiency of the process of international trade. Through the analysis, the author points out that the mechanism of trade facilitation to trade is using different measures to reduce trade cost and result in the growth of trade. And then, with the help of a bilateral trade gravity model and a two-step regression method, using panel data of 35 China’s import trade partner and 35 export trade partner from 2005 to 2014, adding trade facilitation index of port efficiency, customs environment, regulatory environment and service sector infrastructure, the author analyzes how different trade facilitation measures impact on China’s import and export. The results show that the scale of a country’s economy and whether the two parties signed and taken effect FTA have significantly positive influence both on import and export. Generally, trade facilitation has a promoting effect on both import and export, especially the promotion of port efficiency and service sector infrastructure will be conducive to export increases, the improvement of service sector infrastructure also can bring the growth of imports. While geographic distance is barriers between bilateral trade, and if both sides share borders that will promote bilateral trade. Finally, based on the empirical research conclusion and the weak links in the development of China’s current trade facilitation, from the aspect of speeding up the pace of domestic trade facilitation construction, promoting the development of regional trade facilitation process and integrated into the global trade facilitation development tide, the author puts forward concrete countermeasures and suggestions.
