An Analysis Of China 's Implementation Of The Agreement On Trade Facilitation In The Context Of Global Value Chain

With the development of economic globalization, the production of products of have been distributed in a number of different countries, the added value trade and intermediate products trade become more and more. The global value chain(GVC)has been further developed. At the same time, in the current international trade,customs clearance procedure is complicated, the cost of enterprise has been rise, the transaction costs increase. Therefore, the reform of related trade facilitation has got more attention.The background of this paper is the development of the global value chain, and China’s rapid economy is in the reform period, the trade facilitation measures and policy has a further room to improve, and actively implement the trade facilitation measures can also bring benefits for the development of China’s economic and trade.Due to the level of China’s trade facilitation policy remains to be further promoted, so China implementing Trade Facilitation Agreement under the framework of WTO will face considerable challenges. This paper analyzes the content and the influence of the agreement specifically and analyzes the present condition of the China’s policy of trade facilitation, and the challenges China will face is the difficulties of implementing the agreement, the uncertainty of benefit and the law system. Finally point out what measures China should take.
