Research On Identification And Economic Performance Evaluation Of County Industrial Overlap In Yunnan Province

The county economy is a broad and basic economy,and its all activities are closely related to the core economic sectors of the country.It is different from the national economy.It pays attention to the comparative advantage and highlights the key industries,and this characteristic is being misinterpreted by some counties,resulting in a large number of repeated construction.This long-term repeated construction,not only make economic development stagnant and unhealthy,but also make the ecological environment unbearable.Long-term repeated construction leads to the convergence of industrial structure,and the imbalance of industrial structure will lead to a higher degree of industrial overlap.At present,whether in traditional or emerging industries,there are different degrees of overlap in the distribution of industries in Yunnan Province.The overlapping of industries is the objective appearance of overcapacity.just like overcapacity,A certain degree of industrial overlap can promote the development of county economy,but beyond a certain limit of industrial overlap will become an obstacle to economic development.Based on the methods of literature research,qualitative analysis and quantitative analysis,comparative analysis and other research methods,this paper focuses on four main research objectives:the identification path of industrial overlap,the spatial distribution characteristics of county industries in Yunnan Province,the methods of measuring industrial overlap and evaluating the economic performance of county economies with industrial overlap.Through constructing the theoretical framework of county economy and industrial overlap formation,this paper analyses the impact of county industry overlap on supply and demand and the harm of macro-economy from the perspective of resource allocation,and then uses spatial econometric method to analyze the spatial distribution of county industry in Yunnan Province,analyses the relationship between industrial structure,economic growth and urbanization layout,resource integration and structural adjustment in each county.The dissertation also analysis the county industry agglomeration effect change process and spacechanges to reveal the county of Yunnan Province between the industrial spatial distribution characteristics and the limitations of industrial building.In order to measure the overlap of the county industry,building a data envelope model in the angle of input and output.By calculating the excess capacity among the counties,the overlap counties can be identified,and the degree of industrial overlap among the counties in Yunnan Province is determined,and the differences of industrial overlap among the counties in Yunnan Province are judged,find out the cause of the differences.According to the reasons for the differences of county industrial overlap,this thesis constructs an index system for evaluating the economic performance of county industrial overlap in Yunnan Province.The overlap counties identified are taken as the objects by factor analysis,test the key factors and necessary conditions affecting the overall performance.From the perspective of synergy,this paper analyses the resource allocation,productivity performance,employment and corporate profits,fiscal revenue,economic growth and other aspects of industrial performance.Based on the economic performance evaluation of the overlapping industry counties and the differences in the development modes,this paper puts forward the corresponding suggestions and countermeasures for the governance and solution of the existing industry overlapping in Yunnan Province from the perspectives of market,government and enterprises.The main conclusions are as follows:1.From the overall and local spatial patterns,since 2007,the county industrial structure pattern and its changes in Yunnan Province have been in a state of cluster in space,with increasing degree of concentration.The hot spots of industrial structure level are mostly concentrated in the central Yunnan area centered on Kunming,while the cold spots of industrial structure level have been mainly concentrated in the western of Yunnan Province for many years,but in a declining state.2.From the perspective of industrial agglomeration,Yuxi and Chuxiong have maintained a high level of agglomeration above 0.2.The level of secondary industry agglomeration in Qujing and Dehong is increasing,and it shows a more obviousagglomeration in 2016.The level of secondary industry agglomeration in Lijiang,Kunming and Honghe fluctuates around 0.1,while Baoshan and Puer maintain a low level.3.The Spatial Gini Coefficient can measure industrial overlap.The value of0.01548 is a critical value for industrial overlap to determine industrial overcapacity and good industrial development.If the Spatial Gini Coefficient is higher than this value,the phenomenon of overcapacity caused by industrial overlap exists in the city.If it is lower than this value and greater than 0.01237,it tends to have a positive effect caused by industrial overlap.That is to say,it promotes the sound development of local industries.The main reasons for these differences lie in the county economic strength,industrial planning and government.4.The economic performance evaluation index system of County Industrial overlap should be based on the supply policy of factors of production such as industry,people's livelihood,finance,taxation and investment,and based on resource allocation,productivity performance,employment,company profits,financial revenue and economic growth..This paper also establishes an economic performance evaluation index system including one first-level index,five second-level index and 24third-level index.5.The economic performance evaluation of County Industrial overlap selected31 counties(cities)in Yunnan Province where the phenomenon of industrial overlap is more obvious.It is found that the last five counties and cities are in Chuxiong,while Xishuangbanna has a balanced development,and the differences of county economic performance were obvious.To solve the problem of industrial overlap,we can start from three aspects:market,enterprise and government.Make the most role of market regulation,strengthen the innovation and decision-making mechanism of construction enterprises,clarify the due responsibilities of the government to improve the quality of county industrial economic development.
