The Impact Of Intellectual Property,Rights Protection On Technological Innovation In China

At present,China's economy has shifted from a high-speed growth stage to a high-quality development stage.Technological innovation is the fundamental guarantee for promoting high-quality economic development.How to stimulate innovation kinetic energy and promote technological innovation has become a major issue in the new era.Intellectual property rights protection is regarded as an important measure to promote technological innovation in China.Since intellectual property rights protection provides innovators with a technology monopoly right within a certain period of time,it is possible to stimulate technological innovation by protecting the economic interests of innovators and stimulating their enthusiasm and creativity.However,intellectual property rights protection may also inhibit technological innovation,because technological monopoly is harmful to technological imitation and technology spillovers.Therefore,the academia has not reached a consensus conclusion on whether intellectual property rnghts protection can promote technological innovation.For China,does intellectual property rights protection promote or inhibit technological innovation?Through which channels does intellectual property rights protection affect technological innovation?Research of these issues will help us to fully understand the impact and mechanism of intellectual property rights protection on technological innovation in China and provide some inspiration for the use of intellectual property rights protection to promote technological innovation.This paper first analyzes the status quo and trends of intellectual property rights protection and technological innovation in China,and preliminarily concludes the positive relationship between intellectual property rights protection and technological innovation.Based on the existing literature,this paper analyzes the impact mechanism of intellectual property rights protection on technological innovation.Then,this paper selects the panel data of regional and high-tech industries in China from 2007 to 2016,and empirically analyzes the impact of intellectual property rights protection on technological innovation and its mechanism.In this paper,the fixed effect model is used to test the overall impact and heterogeneous effect of intellectual property rights protection on technological innovation.The mediation effect model is used to test the technological market and international trade intermediary effect of intellectual property rights protection affecting technological innovation.Our main conclusions are as follows:First,intellectual property rights protection has a significant role in promoting technological innovation.This paper also analyzes the heterogeneous effect of intellectual property rights protection and finds that intellectual property rights protection has a greater role in promoting technological innovation in the central and western regions,innovative innovations in invention patents,and technological innovation in electronics and communication equipment manufacturing.Second,intellectual property rights protection promotes technological innovation by promoting the development of technology markets and the development of international tradeThis paper has certain theoretical and practical significance.First,this paper conducts empirical analysis from the regional level and the industry level,and the test results support the "promotion theory" of intellectual property rights protection for technological innovation.This paper not only examines the impact of intellectual property rights protection on technological innovation,but also analyzes the heterogeneity of this impact and finds that intellectual property rights protection has a greater role in promoting the central and western regions with weaker innovation capabilities.It provides some inspiration for China to make better use of intellectual property rights protection to promote technological innovation and narrow the regional innovation gap.Secondly,this paper empirically analyzes the mediating effect of intellectual property rights protection on technological innovation and conducts an extended research on the impact mechanism.This paper provides empirical evidence at the regional and industry levels,confirming that intellectual property rights protection can contribute to technological innovation through the channels of technology markets and international trade,thus enriching existing literature.
