Research On The Effect Of Intellectual Property Rights Protection On Industry Development In China

In the times of knowledge economy，as an important institutional arrangement,intellectual property rights protect (IPR) has some impact on the industrydevelopment in China. This paper extend the research on the IPR to the angle ofindustry development, construct region IP index of our country in the base ofconsidering law enforcement and measure the industry development fromtechnological and structure. In which, the paper measure the industry technology inthe way of DEA and decomposition the total factor productivity(TFP) to technologicalchange and technical efficiency change. To the industry structure, the paper constructThail Index and Technology intensive Index to measure its rationalization and senior.Then，the paper analysis the present situation of IPR and industry developmentfrom the country and region level in the base of index below. It ifnd that consideringlaw enforcement,the IPR construction in our country should strengthen in step and theregion difference in the level of IPR is big. The whole development of industry isgood，the technology promote and the structure rationalization and senior，but theregion difference still exsist and the industry developmen is unbalance.In order to analysis the impact of IPR on the industry development in ourcountry, the paper give evidence from theoretical analysis and empirical analysis. Fist,the artical use the theory product life cycle and the evolution of industrial structuretheory to lay the foundation of theoretical analysis, use the domestic incentive effectand external technology acquisition to reveal the mechanism of IPR affect on industrydevelopment. Then，the paper select the provincial panel data from2001to2010inour country to do two step System GMM，analysis the effect and channel of IPR onindustry development. The conclusion is that IPR significant promote the industrydevelopment in our country, the impact on TFP is mainly through the internationaltrade, the impact on technological change is mainly through the research anddevelopment investment and the international trade, the impact on technicalefficiency change is mainly through the FDI，the impact on the rationalization ofindustry structure is mainly through the research and development investment，FDIand export, the impact on the senior of industry structure is mainly through theresearch and development investment，FDI and international trade.
