Research On The Government Regulation Of The Characteristic Town Construction With The PPP Mode

With the continuous adjustment of the economic industrial structure,the new urbanization has become the new focus of the work of the party and the government.As a new urban-rural integration project,the characteristic town has effectively assembled the urbanization development area,the consumption industry and the tourist attractions,and has a good development prospect.In the construction of the characteristic town,the introduction of PPP projects and the participation of social capital in the supply of public services will help to further promote the process of the development of the new urbanization,help to alleviate the local financial pressure,and improve the ability and level of social governance.However,because of the short construction and development time of the PPP model and the characteristic town in our country,there are not many examples of the combination of the two,the change of the role of the local government is slow,the level of the enterprise development is uneven,the government is difficult to carry out the unified scientific management,so that there are many problems in the construction of the PPP project in the special town of our country.The government's supervision should be resolved to promote the benign interaction between the construction of Characteristic Towns and the cooperation of PPP projects.On the basis of defining the core concept,this paper uses the public product theory and the government regulation theory,uses the literature research method,the field investigation method and the case analysis method to study the government supervision status of the PPP model in the characteristic town construction,and finds that in the process of the government supervision of the construction of the PPP model in the characteristic town,there are some problems.The reasons are that the legal system is not perfect,the independent regulatory agency is missing,the third party supervision institutions are lacking,the professional supervision personnel are lacking,and the advanced experience of the foreign government supervision is combined with the actual research.The countermeasures and suggestions are put forward to set up perfect laws and regulations,establish independent regulatory bodies,implement the full cycle of dynamic supervision,strengthen social supervision and train professional supervision personnel.In this paper,based on the analysis of the construction of PPP project in the characteristic town,the government supervision as the starting point,the government supervision system,which includes government supervision,professional supervision and social supervision,is put forward in the operation of the construction of PPP project in the characteristic town,and the benign development of the PPP project in the future and the characteristic town in our country.The construction will have a certain role in promoting.
