Performance Evaluation Of Characteristic Town Project Based On PPP Mode

As the carrier of new-urbanization and an important investment platform for rural construction,characteristic town provides multi-level and diversified public service supply,optimizes the spatial structure of urban and rural areas,plays an important role in poverty alleviation and radiation revitalization through the aggregation of characteristic industrial chain.The cooperation between government and enterprises based on PPP mode will play an important role in urban infrastructure design,construction,operation and maintenance in the future.PPP is a high-level and complex government procurement in nature.In the complex and comprehensive PPP projects,the ultimate goal of the government departments to pursue value for money remains unchanged,which is still the performance delivery of public services.China is promoting and applying PPP model in the field of quasi operational public facilities construction.Due to many factors,such as inconsistent objectives of stakeholders,long franchise period,complex financing structure,complexity of full life cycle operation,etc.,the construction of Characteristic Towns under PPP mode requires comprehensive and systematic performance evaluation.How to evaluate the performance of PPP project of characteristic town reasonably and ensure the realization of refined and globalized performance and sustainable operationin in project implementation is of great significance in theory and practice.This paper combs the relevant theories of performance evaluation and the research methods of performance evaluation at home and abroad,summarizes the research status of PPP project related evaluation,laying a solid theoretical foundation for the research of the full text.Then it analyzes the performance formation mechanism of PPP project,determines the construction criteria of performance evaluation index system.Based on the KPI performance evaluation concept model,from the start of the performance evaluation index system of PPP project,the text constructs the quantitative and qualitative indicators of performance evaluation of special town project under PPP mode combining with the specific operation mechanism of characteristic town,and then applies the matter-element extension model and the performance evaluation index system to make an empirical analysis on green pharmaceutical city.The evaluation model and correlation function of multi-index performance parameters are established to expresses the results of performance with quantitative grade.Through the analysis of the evaluation results,it can be seen that the PPP project performance evaluation system and performance evaluation model constructed in this paper have better flexibility,match with the actual operation results of the project,and have a certain practical value.At the same time,it puts forward suggestions,which can help to avoid the risk of the whole life cycle of the project and operate efficiently,improve the satisfaction of the government,social capital and the public,achieving economic,social and ecological benefits.
