The report of the Nineteenth National Congress put forward the strategy of rural rejuvenation,insisting on giving priority to the development of agriculture and countryside,improving the system and policy system of urban-rural integration and development,and accelerating the modernization of agriculture and countryside in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and affluent life.As we all know,the development of rural economy and society and the improvement of farmers' living standards are inseparable from the support and improvement of rural finance.However,due to the restrictions of laws and policies in the countryside,farmers lack of real things that can be mortgaged and financed,so the economic development is greatly restricted.In recent years,in order to implement the document spirit of the central government on "promoting innovation of rural guarantee methods,expanding the scope of effective collateral and increasing farmers' property income",many cities throughout the country have launched pilot projects on mortgage of farmers' housing property rights(referred to as rural mortgage).We hope to find more effective ways to deepen the reform of rural collective property rights system,solve the problems of rural financing difficulty and expensive financing,and at the same time activate the existing resources in rural areas and promote the development of agriculture,rural areas and farmers.Therefore,it is very important to carry out the mortgage business of farmers' housing property rights in rural areas.At present,the state has carried out the policy pilot of mortgage loan of farmers' housing property rights in some areas with relevant economic conditions and sufficient physical and geographical advantages.For different provinces in eastern,central and Western regions,the economic conditions and physical and geographical factors are different.Yueqing City,Zhejiang Province,Huangyuan County,Qinghai Province,Yujiang River,Jiangxi Province and other places have certain representativeness in the practice of policy trial,which has certain value for the study of rural housing mortgage policy.The main research purpose of this paper is to analyze the difficulties of the realization of the mortgage of the farmer's housing property right through the research results,and put forward the optimal route of the mortgage of the farmer's housing property right.Firstly,this paper introduces the background and significance of the research,and summarizes the related research on the mortgage of farmers 'housing property rights,summarizes the main contents of the article,and puts forward the innovation points and the key points of the article.The second chapter expounds the relevant concepts and theoretical foundations such as property rights theory,push and pull theory,and rural financial theory,and lays the theoretical foundation for research.The third chapter analyzes the necessity and feasibility of the mortgage of the farmer's housing property right in combination with the push and pull theory,and lays the foundation for the later research.The fourth chapter analyzes the model of agricultural housing mortgage in typical pilot cities,and analyzes the effects of agricultural housing mortgage in Yueqing City,Jiangxi Province,Yujiang County,Qinghai Province,and Wuyuan County,Qinghai Province,based on questionnaires,and finds that the agricultural housing mortgage in pilot areas has achieved certain beneficial results.However,there are still some problems,mainly faced with "lack of risk protection mechanism for farmers losing their homes,difficult evaluation of the value of agricultural housing collateral,lack of standardized transaction procedures for agricultural housing mortgage,and imperfect policies and regulations" and other common problems.The fifth chapter analyzes the experience of foreign agricultural land mortgage,in order to provide some experience and inspiration for our country's agricultural house mortgage.The sixth chapter combines the push and pull theory to put forward the policy leading path of optimizing the farmer's housing property right mortgage from two perspectives,namely to perfect the relevant legal system of the farmer's housing property right mortgage;Improve the farmer risk guarantee system;We will improve the supervision system on the mortgage of farmers 'housing property rights;The market-driven route of mortgage of farmer's housing property right is to establish the price evaluation mechanism of rural property right;Establishing and improving the trading platform for agricultural housing;Establish standardized mortgage flow for agricultural housing.Chapter 7 summarizes the research and points out its shortcomings and prospects.
