The pilot of the mortgage of farmers' housing property right has been ended on schedule in late 2018.Although many of the pilot areas have tried to explore the implementation path in line with local conditions,the overall performance is not good.Rural housing mortgage loan has not yet been formed into an effective closed loop and the development of it is extremely uneven in various regions across the country.So,timely summarizing the experience of these pilot areas and exploring the main reasons that hinder the realization of the mortgage financing function of farmers' housing property right is particularly important for us.Based on the background of the “Three-Right Division” of rural homestead reform,the thesis takes Yujiang,Yingtan,Jiangxi Province as an example,which is chosen to be the pilot area of national rural homestead institutional reform and mortgage of farmers' housing property right at the same time.Starting from the analysis of the unique “viscosity” of rural house(homestead),which is the special personalized property,the thesis tries to reveal the reasons why the operation of pilot of the mortgage of farmers' housing property right within Yujiang district is not effective from the perspective of endowment effect.At the same time,through relevant theoretical analysis,it can be known that the endowment effect is actually the loss aversion.In practice,farmers are unwilling to lose the ownership of their houses.And the following two research hypotheses are proposed based on the analysis of relevant theories: 1)The formal institution that allows rural homesteads to trade in the range of the whole county cannot eliminate its endowment effect,2)The endowment effect will greatly hinder the realization of the mortgage financing function of the farmer's housing property right.At the level of empirical research,this paper firstly uses the chi-square test method to investigate whether there exists a difference in the willingness of farmers with different characteristics to obtain funds through mortgages and rentals in rural houses(homesteads)and whether they have significant influence.Subsequently,the subjective factors such as the cognition of the ownership of the homestead,the strength of “ancestral concept” and so on are regarded as the main measures to reflect the endowment effect.In terms of variable settings,taking the above subjective factors as independent variables,and taking the willingness of farmers to sell their houses to the villagers,foreign villagers,county peopleand the purchase of houses in the outer villages as dependent variables.And at the same time,these variables would be included in the regression model for analysis to verify the above research hypotheses.The results show that most of farmers with different genders,ages and other characteristics are willing to obtain funds through mortgages and rentals in rural houses(homesteads),and there is no significant difference.Secondly,the subjective factors such as“ancestral concept”,will significantly affect their willingness to sell their houses(homesteads)to the villagers,foreign villagers,county people and to buy houses in the outer villages,and then we can conclude that the endowment effect will indirectly hinder the realization of the mortgage financing function of farmers' housing property right.Based on this,the thesis put forward the following suggestions: 1)To further expand the circulation of homesteads to the provincial scope,2)To strengthen the propaganda on the ownership of the rural homestead,3)Allow urban residents to redeem mortgaged rural houses in the form of long-term rental,4)Pay attention to the heterogeneity characteristics and regional differences of farmers.
