| With the development of China’s economic construction and urbanization,the national economy has entered a new normal.However,the problem of "agriculture,countryside and farmers" has not been thoroughly solved.The single mode of agricultural operation,slow economic growth,and farmers’ departure from agriculture and land have become great obstacles to the sustainable development of China.In order to better solve the "three rural" problems,our government fully recognizes the importance and necessity of rural tourism development,and actively escorts rural tourism development from land policy and rural tourism policy.Therefore,the study of rural tourism development under the "separation of powers" has profound significance.This paper mainly uses normative analysis to define the concepts of "separation of powers","land transfer" and rural tourism.Taking Huahai wetland project in Xianning as the research area,this paper quantitatively describes the distribution of land transfer income,land use efficiency and economic benefits of tourism development in rural areas by field investigation and statistical analysis.The results show that: 1.The main modes of land transfer in this project are share-taking,leasing,transfer and replacement.2.Satisfaction with rural social and economic impacts is89.10%,which is mainly manifested in increasing economic sources,expanding employment choices and publicizing local culture.3.Satisfaction with the impact of ecological resources was 92.03%,which was mainly manifested in the improvement of ecological environment,the strengthening of environmental awareness and the improvement of infrastructure.4.Satisfaction with land property rights and land use are79.71% and 89.86%.The main manifestations are that farmers are not familiar with land transfer laws and regulations,and the procedures of land transfer are not standardized.Based on the results of the study,this paper argues that there are some problems in the current stage of rural tourism in terms of law,management,development model and tourism ecology,and puts forward some pertinent suggestions.From the perspective of land system,the first is to formulate a scientific and rational rural tourism land planning;the second is to improve the land transfer system;the third is to improve the land market;andthe fourth is to build a sound risk prevention mechanism.From the perspective of rural tourism,the first is to develop individualized rural tourism products;the second is to shape the brand awareness of rural tourism;the third is to clarify the rights and responsibilities of the main body of rural tourism;the fourth is to improve the construction of rural tourism infrastructure;and the fifth is to protect the rural ecological environment and characteristic resources. |
