In the following article,the government will assume the main responsibility for the issue of social endowment security.The rural special support system is a basic right and interest guarantee system with Chinese characteristics.In the years of system operation,China's rural special hardship support system has achieved certain achievement in protecting the rights of the most vulnerable and special groups in rural areas such as rural widows and disabled people.However,with the development of China's rural economy and the aging of the population,China's rural special support system faces new challenges.Through literature review,etc.,it can be found that there are many academic researches on the social security of the elderly in poverty-stricken rural areas.Experts and scholars use sociological theory,social work theory and social welfare theory,mainly from the living conditions of the elderly in rural areas and rural poverty.The problems of the development of the support system policy and the problems and solutions of the rural special support system are used to study the social security of the elderly in poverty.From the perspective of pension demand,social policy and government functions,this paper does intend to make a supplementary study.This research mainly uses qualitative research methods and quantitative research methods.First of all,through the literature research method to review and summarize the existing research,and familiar with the policy documents,support standards and typical experiences of the elderly in rural areas,to summarize and analyze;secondly,using quantitative research methods,using the fourth China The quantitative analysis of the data of the urban and rural elderly living conditions sample survey(Shandong Province)is mainly described from the three aspects of population characteristics,economic characteristics and social characteristics of rural destitute elderly,according to Maslow's demand theory and social welfare theory.The need of theory summarizes,the needs of the elderly in rural poverty-stricken people.Finally,qualitative research methods are used to investigate the elderly in rural areas of Jining City and Gaomi City.Shandong Province,mainly using in-depth interviews and observation methods for field investigation.According to the results of field research,the paper analyzes the data and interview articles,and summarizes the problems existing in the rural old-age security of the elderly in special poverty,including the lack of perfect rural support laws and the low degree of government policy protection;the lack of medical care for the elderly in rural areas,Life care;the problem of labeling elderly people in rural areas and insufficient social participation.In addition,combined with the conclusions of the pension needs of the elderly in rural areas and the experience of policy analysis and analysis,based on the social needs theory and social support theory in the social welfare theory,the government is the main responsible body to build a social old-age security system for the rural poor old people.The main ways to improve the diversified social pension security system include:improving legal and policy guarantees,improving security standards,supporting adequate medical care resources,providing government support for nursing staff,"de-labelling" elderly people in rural areas,increasing social participation people and improving social participation.
