Recently one of the most popular terms is "Sino-us Trade War".ZTE’s "heartache" not only draws more attention to the trade war,but also arouses Chinese people’s reflection and attention to the improvement of core competitiveness based on independent innovation.General Secretary Xi Jinping delivered a speech at the 2018 academician congress,stressing the importance and urgency of scientific and technological innovation.The premise and basic condition of scientific and technological innovation is how to maximize the efficiency of scientific research potential and how to use effective incentives to maximize scientific and technological output.S Institute has certain representative in China’s science and technology innovation.Though analyzing the current incentive mechanism,exploring the results and creating a new incentive model,not only can produce long-lasting driven incentive effect to science research personnel,but also provide reference model for the other same type organisms by improving incentive model.The writer conducted data analysis and problem explore on the current incentive system of S institute through key interviews,questionnaire survey,normative analysis,empirical analysis and other investigation methods.The main problems are as follows:material incentive in low incentive state;spiritual incentive ignores innovation and humanistic care;institutional incentive lack of pertinence;cultural incentive develops immature.Insisting on the principle of comprehensiveness,equity,on-demand and goal&process,combined with relevant incentive theory,the write designed an improved model of incentive for S institute.Making good use of the material incentive,spiritual incentive,institution incentive and culture incentive to satisfy the different level and group’s need in order to minimize the internal cost of human capital and maximize the superposition of incentive effect by "Combination boxing".Though this way,can achieve long-term dynamic incentive aim,meanwhile,it also provides a way to transform high-quality intellectual capital and human capital efficiently for scientific and technological innovation of S institute,promoting scientific and technological innovation and promoting the process of scientific and technological power.
