| The incentive problem of scientific and technical personnel has arisen since the 1960 s in the United States.With the continuous development of organizational behavior and management,it has become an important part of current organizational governance.Especially in the case of increasing international competition for scientific research personnel,how to effectively motivate scientific and technical personnel has become an important issue of concern to scientific research institutions all over the world.Under the current situation of increasing international competition,the optimization and perfection of incentive mechanism for scientific and technical personnel in agricultural research institutes is the key issue to accelerate agricultural scientific and technological innovation.How to give full play to the subjective initiative of agricultural science and technology personnel,stimulate their innovation and entrepreneurial vitality,and effectively enhance the independent innovation ability and core competitiveness of agricultural science and technology is of great significance to take the lead in building a number of first-class scientific research institutes with important influence and competitiveness in the international agricultural science and technology field.Provincial agricultural scientific research institutions are an important part of China’s agricultural science and technology innovation system and an important force to promote agricultural science and technology progress.Sichuan Academy of Agricultural Sciences is the main force of agricultural science and technology innovation in Sichuan Province,the vanguard of promoting agricultural science and technology progress and an important think tank for studying the issues concerning agriculture,rural areas and farmers.It has played an important role in promoting the development of agricultural and rural economy in Sichuan in various historical periods.In this study,the scientific and technical personnel of Sichuan Academy of Agricultural Sciences are taken as the research population.After sampling and collecting the data of questionnaire,the key factors affecting the incentive satisfaction of scientific and technical personnel are systematically analyzed by the method of satisfaction analysis,and the main problems faced by scientific and technical personnel are excavated and analyzed,and practical countermeasures and suggestions are put forward for related problems.Through research,it is found that there are some problems in the incentive mechanism of scientific and technical personnel in Sichuan Academy of Agricultural Sciences,such as ineffective salary incentive effect,defective promotion evaluation mechanism,low satisfaction of non-economic incentive mechanism(mainly welfare)and insufficient cohesion of organizational culture.Based on the results of data analysis,at the end of the study,it is suggested to further explore the new mode of income distribution of scientific and technological achievements transformation,explore the scientific performance appraisal system,and establish a distinctive incentive culture of the Academy of Agricultural Sciences.Finally,the future research on scientific research talents in Academy of Agricultural Sciences is prospected. |
