China is undergoing rapid changes,since the Reform and Open-up Policy of China.People's life has been significantly improved,people who have lived in the city for a long time yearn for rural life,and weekend outings have become the first choice for people's leisure and entertainment.Rural tourism is an important starting point for rural revitalization.All localities have made great efforts to develop rural tourism.Chongzhou has incorporated new ideas into the development of rural tourism,and strived to practice the rural expression of beautiful livable park cities and realize agriculture.The organic integration of business and tourism.Rural tourism is a personnel-intensive industry.It requires a lot of manpower and material resources.The benefits in the early development process are very small.The government should actively guide and take the lead in infrastructure construction,marketing promotion and talent training to actively promote rural tourism.Orderly development of the industry.The author regards stakeholder theory,public governance theory and externality theory,government marketing theory as the basic theory of this paper,taking the development of rural tourism in Chongzhou,using SWOT analysis method to develop the advantages,disadvantages,opportunities and threats of rural tourism in Chongzhou City.Rural tourism resources in Chongzhou are endowed,but there are still deficiencies in the development process.In the face of development opportunities and challenges,the government should actively promote rural tourism development with the help of superior resources.Through the analysis of the specific practices of Chongzhou in the development of rural tourism,it is considered that the product homogeneity in the process of rural tourism development in Chongzhou is serious,the public facilities are not perfect,the brand effect is not enough,the service quality is not high,and the supervision duties are not clear.The main problems caused by these problems are: insufficient attention to the product,serious product homogeneity,limited capital investment,imperfect public facilities,insufficient coordination,resulting in insufficient brand effect,lack of incentive mechanism,resulting in low service quality,government supervision Inadequate institutional systems result in unclear regulatory responsibilities.In view of the problems existing in the development of rural tourism in Chongzhou City,this paper proposes the following countermeasures: overall planning,updating development concepts,enriching tourism products;government guidance,increasing capital investment,improving public facilities;departmental collaboration,strengthening marketing efforts,forming brand effect;strengthening training,establishing incentive mechanisms,and promoting service quality improvement;strengthening supervision and the construction of law enforcement teams,improving the supervision system.
