The level of the administrative status quo in the field of water conservancy and hydropower projects has been lagging behind the international par .As the bellwether of a project team, the manager plays an important role. The human resource management practices are placing focus on how to gauge performance , screening appropriate candidacy and fulfilling the team object effectively. The blossom of competency model prevailing over the multiple sorts of enterprises provide a new facet to conduct these management activities. However, our competence study could not keep the abreast of the current trend, particularly in the area of water conservancy and hydropower projects, wanting for a wider and in-depth plumb.Our research proposes the view of project management based on competency, targeting the object of water conservancy and hydropower projects.We attempt to exploit various dimensions of competency, paying focus on how to devise the method of measurements and refining these traits quantitive metrics, which would add up for recent research in the area of competency.Firstly this study was conducted through documenting the current literature, Job analysis, sending questionnaire, brain storm. Secondly, Following the implement of SPSS statistics operations such as factor analysis approach, the targeting competency model were moulded. Conclusions are those as following:1,The competency model of water conservancy and hydropower project manager are broken into four categories: administrative control,ambience-individual personality,interpersonal skills,team-based collaboration and conscience.2,It launches a large-scale survey and implements SPSS 16.0 on sample data analysis, indicating a satisfied reliability and validity. 3,By arranging specialists to proportion these factors dimensions ,A case of manager's appraisal system is built to underpin the theoretical research and empirical study.
