At the end of 2014,WHDQ made up its mind to transform and upgrade and entered into the more competitive high-speed railway market from the ordinary railway market.The company has received good projects over the years,but the profitability is not optimistic.There are three reasons.First,some project managers are not used in the most appropriate projects;second,the number of existing project managers is seriously insufficient;third,some existing project managers are still using the old management methods.Competence refers to the specific circumstances,can effectively complete position working ability,including knowledge,skills,personality traits,their collection is competency model.Scholars at home and abroad over the years have proved that meets the needs of situation competency is related with corporate performance,build accord with WHDQ company project manager competency model,first,can help company to choose the best project manager for project,second,can select the project manager to provide the reference for the company,third,can give company to the existing project manager to strengthen the training direction.This paper mainly studies through literature review,behavioral event interview,questionnaire survey and statistical sorting.The first step is to consult relevant literature,understand the relevant theories of competence and comprehensively deepen the understanding of the current situation of WHDQ company.On this basis,classify the projects that WHDQ company takes over and find out the context elements.The second step is to design and implement the interview with the core members of the company,collect the interview records and extract the competency elements.The third step is to carry out a questionnaire survey among the employees of the company,collect the questionnaire data,find the internal relations among various competency factors,and build a general competency model for WHDQ project manager,including 4 dimensions of knowledge,ability,social role and values,10 competency factors and 33 competency factors.Studies at home and abroad show that the universal competency model is of little significance,because situational is the basic attribute of competency.Considering the particularity of state-owned enterprises,the company's growth and different projects of the complexity of the internal and external environment,in order to further improve the competency model,to improve the application value,the fifth chapter will combine elements from the third situation,based on the classical project of WHDQ company caseanalysis,analyze some type project method,the weight distribution of completed projects such as the project manager competency model building,after the design and application of the scoring method based on the competency model to select the best candidate for project manager,And further proposed WHDQ project manager selection process improvement program and talent reserve,training and other aspects of the recommendations.
