Transportation infrastructure projects as an important infrastructure for nationaleconomic and social development had a rapid recovery and development after the founding ofNew China. After the reform and opening up, China’s transport infrastructure has enteredrapid and healthy development track, with the establishment and improvement of the socialistmarket economic system, especially the rural transport infrastructure,“the12th Five-Year”period is a critical period of building a moderately prosperous society, deepening reform andopening up, accelerating the transformation of economic development, also a strategicopportunities to accelerate the development of modern transportation.With the rapid development of our country’s traffic, the chaotic situation of many ruralareas’ transport infrastructure has been improved greatly, especially in the eastern developedarea, a large number of traffic infrastructure has been constructed or renovated. Thephenomenon existed in the past “dirty, chaotic, and poor” is improved, but the economicevaluation did not formed a unique evaluation system, always rely on city traffic project.Withthe investment of rural infrastructure continue to increase, in particular sources of funding, it’sutilization rate is low and did not choose the scientific, reasonable Scheme, resulted in a wasteof resources, so the economic evaluation is paid more and more attention. In risk analysis,considering the probability of the risk factors change and its impact on the project, evaluationthe ability to take risks and proposed risk response options.In the evaluation of the national economy, through analyses and calculate the benefitsand costs can be quantified, use the most effective cost method to calculate the evaluationvalue, get the net contribution of the national economy. But the comprehensive evaluation ofsocial benefits, want to analyses the non-quantifiable benefits, start from the five socialimpact brought by rural transport infrastructure projects, use fuzzy comprehensive evaluationmethod to comprehensive evaluation. The construction efficiency and cost recognition hasbeen improved to better serve the decision-making.
