In the sustainable development of society and economy,the problem of poverty has been affecting the development of our country.The year 2019 is a crucial year for the building of a moderately prosperous society in all respects and the realization of the first centenary goal.As one of the important ways of targeted poverty alleviation,industrial poverty alleviation meets the requirements of the poverty alleviation road with Chinese characteristics and is conducive to the realization of sustainable development and poverty alleviation.Infrastructure construction and industrial development in poverty-stricken areas are the top priorities for the government to carry out poverty alleviation work.Industrial poverty alleviation is an important form of development-oriented development.It coordinates the relationship between poor areas and poor households,activates the development momentum of poor areas and poor people,and plays an important role in targeted poverty alleviation.Targeted poverty alleviation requires industrial poverty alleviation,and industrial poverty alleviation is an extension of targeted poverty alleviation.Targeted poverty alleviation puts forward requirements for industrial poverty alleviation,that is,industrial poverty alleviation should target specific poor families and groups.According to the differences of different poor families and different groups on the basis of culture,industry and skills,specific industrial assistance strategies are implemented.At the same time,as an extension of targeted poverty alleviation,targeted poverty alleviation provides a new value orientation for the development of industrial poverty alleviation,which requires the organic combination of the development of industrial poverty alleviation and targeted poverty alleviation.This paper takes the industrial poverty alleviation as the main body,deeply studies the industrial poverty alleviation in J city of S province,and explores new ideas for the industrial poverty alleviation in J city.Based on the objective fact that industrial poverty alleviation is generally dissimilated,this paper focuses on analyzing and answering how the government,farmers and project subjects influence the effect of industrial poverty alleviation in the process of industrial poverty alleviation,as well as how the participants optimize their own behaviors to realize the real poverty alleviation and industrial poverty alleviation.The key to industrial poverty alleviation lies in "helping",that is,improving the endogenous driving force of poverty-stricken areas through industry to help the poor get rid of poverty.This paper mainly studies and analyzes the industrial poverty alleviation in city J,S province,analyzes the current situation,existing problems and causes of the local industrial poverty alleviation,and further proposes relevant optimization measures.Firstly,from the perspective of targeted poverty alleviation and industrial poverty alleviation,the background and significance of industrial poverty alleviation in poor areas are analyzed,and the theories and research status of poverty alleviation at home and abroad are comprehensively analyzed.Secondly,it introduces the relevant concepts of poverty alleviation,targeted poverty alleviation and industrial poverty alleviation,and further analyzes them in combination with Marx and Engels' s poverty theory,xi Jinping's poverty alleviation and development theory and the theory of production factors.Thirdly,it classifies the achievements of industrial poverty alleviation in J city,and expounds the existing problems and difficulties of industrial poverty alleviation in J city.In addition,this paper analyzes the current situation of poverty alleviation through industry in three regions,namely,e-commerce poverty alleviation in heze city,Shandong province,industrial poverty alleviation in Mouding county,Yunnan province,and tourism poverty alleviation in Yuanjia village,Shaanxi province.Finally,the paper puts forward the basic idea of optimizing the industrial poverty alleviation work in J city on the whole,and proposes five ways to promote the innovation of industrial poverty alleviation mode in J city from the perspectives of the government,enterprises and farmers,so as to promote the transformation of targeted poverty alleviation from the mode of "blood transfusion" merely increasing resources to the mode of internal spontaneous "hematopoiesis".
