Innovation is the source of the survival and development of high-tech enterprises and the key to improving core competitiveness.Open innovation can provide a favorable environment for the innovation performance of high-tech industrial clusters.In recent years,China has formed many high-tech industrial clusters such as Beijing Zhongguancun Science and Technology Park and Suzhou High-tech Zone.These industrial clusters have made great contributions to the regional economy.As the economy enters the new normal,the lack of innovation ability and the disharmony of internal structure gradually restrict the further development of high-tech industrial clusters in our country.Therefore,more and more high-tech industrial clusters have begun to implement open innovation in order to achieve the organic integration of internal and external resources.However,the mechanism of open innovation is quite complex,so it is necessary to study how to use open innovation to enhance the competitiveness of high-tech industrial clusters.On the basis of reviewing the related theories about open innovation and high and new technology industrial clusters at home and abroad,this paper first analyzes the implementation of open innovation in high and new technology industrial clusters,and expounds the difficulties faced by open innovation in high and new technology industrial clusters.Secondly,it integrates the existingresearch results,establishes the theoretical model,and puts forward the theoretical hypothesis.Third,variable measurement,design questionnaire,research on high-tech industrial clusters in Nanning,Liuzhou and other places,data analysis with SPSS,construction of structural equation model through AMOS software,and verification of theoretical models and research assumptions from an empirical perspective.Finally,the model test results are discussed in detail.The conclusion is as follows:(1)The breadth and depth of open innovation have a significant positive impact on the upgrading of high-tech industrial clusters;(2)There is a positive correlation between the potential absorptive capacity and the actual absorptive capacity and the upgrading of high-tech industrial clusters;(3)Network heterogeneity has a significant positive impact on the upgrading of high-tech industrial clusters;(4)The innovation mechanism is positively related to the high-tech industrial cluster.According to the conclusion of the study,from the perspective of open innovation,the upgrading strategy is proposed for the high-tech industrial cluster: actively exploring cooperation methods,strengthening cooperation depth,and improving the openness of enterprise innovation;Attach importance to organizational learning,implement the talent introduction strategy,improve the ability of knowledge absorption,and promote the application of corporate knowledge;Set up knowledge exchange platform,increase cooperation with production,education and research,and improve innovation research and development network;We will establish a credit system for cluster enterprises,expand information sharing channels,establish scientific criteria for the distribution of benefits,strengthen the sense of risk sharing within clusters,and gradually improve the open innovation mechanism.
