| China's economic development has entered a new normal situation,and the economic development is facing a severe challenge,it is urgent to find a new model of economic development.The high-end of high-tech industries is a vital role of our country to adjust economic structure,transform the mode of economic growth,the development of industrial clusters has a direct driving effect on the growth of the region and the whole economy.In view of this,this paper tries to analyze the relationship between the high-end of high-tech industry and the development of industrial clusters,and find a new model for China's economic development.First of all,this paper analyzes the development status of China's high-tech industry high-end and industrial clusters by literature research and qualitative analysis,the influence factors of high and new technology industries are constructed by factor analysis,and the influence factors of different development stages of industrial clusters are analyzed,according to the influence of the high tech industry's high-end factors on the development of industrial clusters,the structure diagram of the development of high-tech industry to industrial cluster is obtained.Secondly,according to the industrial cluster effect,selecting representative industrial clusters--Zhongguancun industrial cluster,through the DEA-Malmquist index method,compare the innovation output efficiency of zhongguancun high-tech industry and Beijing high-tech industry from 2004 to 2015,analysis and comparison of industrial clusters to the high-tech industry output efficiency and the high-end of the promotion,and also analyzes the innovation output efficiency of eight high-tech industries in Zhongguancun industrial cluster in 2010-2016,so as to get the impact of different stages of industrial cluster on the innovation output and high-end process of high-tech industry.The results show that: first,the leading enterprises of high and new technology are the important factors to affect the development of early industrial clusters;the high-end development of the high-tech leading enterprises has accelerated the growth rate of the early stage of the cluster,greatly shortens the transition period and accelerates the development of the industrial cluster.The upgrading of the cluster innovation network structure and the upgrading of the public platform are the main factors that affects the upgrading of the high and new technology industry clusters during the growing and mature period,with the continuous development of high-tech industry clusters,small and medium-sized enterprises are developing rapidly,gradually replaced the status of leading enterprises,become the main body of industrial cluster.When the high-tech industrial cluster is in the stage of growth and maturity,the high-end of small and medium-sized high-tech industries will accelerate the development of industrial clusters.Second,by comparing overall innovation output efficiency of industrial clusters in Zhongguancun and Beijing City,analysis on the growth of high-tech industrial clusters,cluster effect will be even more significant,high and new technology industry cluster innovation output efficiency is higher,the whole process of new and high technology industries high-end will be faster.In the mature stage,all aspects of the cluster are more stable,and the cluster innovation network is mature,knowledge spillovers will not be as fast as growth period,innovation output efficiency has slowed down,and the high-tech industry's high-end process has also slowed down.Third,the development of high and new technology industries in the high-tech industry cluster,the efficiency of the mature high-tech industry innovation output will be lower than the high and new technology industry in the growth period,The knowledge spillover effect and the external agglomeration economic effect of the high and new technology industry in the growing period will be more significant,and the process of high-end high-tech industry will be faster than the mature period.According to the relationship between high-tech industries and high-end industrial clusters,this paper argues that the government should actively build industrial innovation platform,promoting the development of the cooperation network structure,improve the market operation mechanism;to increase the support of innovative enterprises,improve the enterprise technological innovation,enhance the innovation of cluster network structure,promote the development of industrial clusters;the government should adjust the policy in a timely manner according to the different development stages of the industrial cluster,and provide a good innovation environment and policy support for the development of the enterprise.In addition,it is one of the innovative points that the DEA-Malmquist index method is used to analyze the industrial cluster of zhongguancun and the efficiency of the whole high-tech industry in Beijing as well as the innovation efficiency of the eight industries in the cluster,it is more accurate to analyze the influence of industrial cluster on the high-end of high-tech
