Research On The Measurement Of Circular Economy Development Efficiency And Its Influencing Factors

Since the beginning of the 21st century,the population of the earth has been expanding,and the scarcity of natural resources has gradually become the focus of attention of all countries in the world.As a new development concept,circular economy has become a new means of economic development proposed by human beings to meet the challenges of natural resources and environmental pollution.China,as the largest developing country,with the economic and social development,the problem of resource starvation has become increasingly apparent.Resource shortage and environmental degradation have always been two major obstacles restricting to China's development.How to balance the relationship between economic,social development and environmental protection has gradually become a concern of society.The 18th National Congress proposed to firmly establish and implement the development concept of innovation,coordination,green,openness,and sharing.The report of the 19th National Congress pointed out that it is necessary to accelerate the reform of the ecological civilization system and build a modern and harmonious symbiosis between human beings and nature.We should not only create more material wealth and spiritual wealth to meet people's growing needs for a better life,but also provide more quality ecological products to meet people's growing needs for a more beautiful ecological environment.To develop circular economy and promote green development is in line with the need of accelerating the reform of ecological civilization system and building a beautiful China.This thesis is divided into five parts.The first part is the introduction.Firstly,it introduces the background and significance of the topic.Secondly,it is a brief review and summary of domestic and foreign research literature on circular economy development.Then,it shortly introduces the research ideas,contents and framework of this thesis.Finally,it points out the innovation and insufficiency.The second part is related concept definition and basic theory.Firstly,it expounds the understanding of the connotation of circular economy,development efficiency and circular economy development efficiency.Secondly,the relevant classical theories are sorted out from the perspective of economic development theory,circular economy theory and ecological control theory,so as to provide theoretical basis for developing circular economy and improving the efficiency of circular economy development.The third part is the comprehensive measure of the efficiency of the circular economy development by building circular economy development efficiency evaluation system,using data envelopment model(DEA),to measure the efficiency of circular economy development in 30 provinces and cities(regions)of China from 2006 to 2015.Results show that:the efficiency of study period under the circulation economy development of our country overall present a wave rising trend,and circular economy operation efficiency trend of four major parts are almost consistent with the national,the eastern region is significantly higher than he Midwest and Northeast;The static measurement of the development efficiency of circular economy in 2015 shows that China's circular economy is in an inefficient state,and there are still problems of redundancy of input factors or low efficiency in the development of circular economy.The fourth part is the analysis of the influence factors of the circular economy development efficiency.By establishing the panel Tobit regression model to analyze its influencing factors,this thesis found that the urbanization level has a positive influence on the circular economy development efficiency.But the government environmental regulation,science and education investment levels,potential human capital levels have negative effects on circular economy development efficiency.The thesis also makes an empirical analysis of the influencing factors of circular economy development efficiency of the four major sectors,and finally draw the corresponding research conclusions.The fifth part is the research conclusions and policy recommendations.Through the overall analysis of conclusions,based on the comprehensive measurement of the circular economy development efficiency and the analysis of its influencing factors,relevant policy recommendations are put forward.Firstly,advocating the development mode of circular economy and changing the traditional economic development path.Secondly,improving the combination of 'industry,university and research' and promoting the efficiency of circular economy development.Thirdly,deeping government reform and improving the practice of circular economy.Fourthly,integrating the development of circular economy with the process of urbanization.Finally,this thesis presents the future research direction from the research on the dynamic evaluation system of circular economy based on big data application and the empirical research on the impact of individuals,enterprises,governments and international trade on the circular economy development efficiency.The innovation of this thesis lies in the determination of the corresponding evaluation index system based on the two dimensions of input system and output system of the circular economy,and constructs the circular economy operation system of the three dimensions of 'National-Four Major Sectors-Provinces',comprehensively clarifies the efficiency of circular economy development in 30 provinces(autonomous regions)across the country.Based on the results,this thesis conducts dynamic and static analysis and decomposes the scale efficiency,clarifies the mechanism of circular economy development.Secondly,on the basis of comprehensively clarifying the circular economy development efficiency in 30 provinces and cities across the country,this thesis uses DEA-Tobit model to explore its influencing factors,and finds that the development efficiency of China's circular economy is mainly affected by urbanization level,the government environmental regulation level,science and education input level,and the potential human capital level during the research period.At the same time,this thesis conducts empirical analysis of the factors affecting the circular economy development efficiency of four major sectors,and draws the corresponding research conclusions.Combining theory with practice,this thesis provides an empirical reference for the future development of circular economy development and the improvement of ecological civilization construction mechanism,which has important reference value for improving China's circular economy development efficiency.
