Research On Urbanization Cost Control Of QuJing City Agricultural Transfer Population Under New Urbanization Perspective

Due to the large agricultural population in China,the per capita possession of cultivated land resources is small,resulting in a mismatch between the number of farmers and agricultural resources.As the rapid development of agricultural science and technology,the agricultural production efficiency has been greatly improved,and the labor surplus in rural become increasingly obvious.As the rapid expansion of cities,the need for a large number of labor force is urgent.Under the "push" of rural areas and the "pull" of urban areas,a large scale of labor transfer is appeared.Then China's large-scale migrant workers is formed,which has been called as “migrant workers tide” and “migrant workers heat”.In the report of the 19 th people's congress,general secretary Xi Jingping proposed to build a coordinated urban pattern of large and medium-sized cities and small towns with urban agglomeration as the main body,and to accelerate the coordinated regional development strategy of citizenization of agricultural transfer population.This shows that the party and the state attach great emphasize to citizenization of agricultural transfer population.At present,the rural migrant population has made an important contribution to the development of urbanization,but the groups basic rights and interests are not guaranteed,rights and interests are ignored,and the groups are marginalized.In the long run,it will cause a series of social problems.Citizenization is the only way for urban modernization and the biggest potential and driving force for domestic demand and development in China.We need to deepen the new citizenization,build smart cities,improve the living environment,continue to speed up the citizenization of rural migrant population,and achieve full coverage of basic public services.This paper studies the cost elements of citizenization of agricultural migrant population in Qujing city in the context of the overall development of urban and rural areas.In the process of a new round of urbanization,it finds out the problems in cost citizenization of agricultural migrant population and analyzes the causes,and proposes corresponding countermeasures.For example,the public should take the initiative to bear the cost of food,clothing,housing and transportation,the agricultural population transfer in the enterprise shall bear the cost of labor and social security.The government should carry out reasonable policy,take full use of the social organization of the auxiliary function of feasible suggestions,so as to promote the urbanization of qujing city of agricultural population transfer rate.
