In the report of the 18 th National Congress of the Party,our country proposed a new type of urbanization road with people as the core,and decided that the key work in the near future is to promote the urbanization of the population of agricultural transfer in an orderly manner.So that the agricultural transfer of population gradually realized from the status of migrant workers to the status of citizens.Shijiazhuang,as the capital of Hebei Province and the central city in the southern part of Beijing-Tianjin-Hebei urban agglomeration,has been listed as one of the national pilot areas of new urbanization in 62 cities(towns).In order to promote the pilot work,Shijiazhuang municipal party committee and government will establish a mechanism to share the cost of the agricultural transfer population among citizens,and rationally determine the cost sharing ratio among the government,enterprises and individuals as an important task in the near future.Objective.As the main body of the city,the farmer reasonably calculates the private cost that the citizen needs to bear,and studies and analyzes the farmers' willingness to bear the citizen cost according to the level of the cost of the city.It plays an important role in promoting Shijiazhuang to realize the strategic goal of popularizing agricultural transfer population.This article takes the local citizen population of Shijiazhuang city as the research object.Firstly,the social security cost and housing cost that farmers need to bear in the process of popularizing the agricultural transfer population in Shijiazhuang city are studied.The increased cost of living was measured and micro-analysis of Guanshizhuang Town,Jinzhou City was carried out.Through the analysis of the calculation results and the case study,it is found that the private cost to be borne by farmers is relatively high,which is beyond the range of most farmers,which will certainly have a certain impact on the willingness of farmers to bear the cost of citizenship.Secondly,in order to further understand the willingness of farmers to bear the cost of the city,this paper starts from the rural areas.This paper makes a questionnaire survey on the willingness of farmers to bear the cost of different projects and the farmers' own factors and the willingness to bear the costs of the citizens.Through analysis,it is found that different factors have different influence on farmers' willingness to bear civic costs.From the point of view of project,farmers are more inclined to bear the costs close to their available benefits,such as the cost of medical insurance and the cost of old-age insurance.The cost of industrial injury insurance,housing cost and so on,from the perspective of farmers themselves,the most important factors affecting farmers' willingness to bear are age and education level,the younger the age and the higher the degree of formalization,the stronger the willingness to bear.The main conclusions are as follows: first,the peasants bear too high private cost to increase the burden of farmers;second,the low level of farmers' education limits the willingness of farmers to bear the cost after the city becomes a citizen.The third is that the low expected income level of farmers reduces farmers' willingness to bear costs,and the fourth is that inadequate government supervision of enterprises leads to the loss of farmers' rights and interests and hinders the process of urbanization.According to the conclusion,the following countermeasures are proposed: first,the government should speed up the reform of the social security system to protect the legitimate rights and interests of the agricultural migrant population;second,strengthen the education and training of the agricultural migrant population and raise the income level;third,strengthen the construction of secure housing.Efforts should be made to meet the housing demand for agricultural transfer of population;four is the reform of land system to guarantee the rights and interests of farmers' land;five is to broaden the financing channels for the transfer of agriculture to the population and enhance the willingness of the farmers to become citizens.There are two points in this article: the first point is to calculate the private cost of the citizenization of the agricultural transfer population in Shijiazhuang for the first time.Second points.For the first time,this paper investigates and analyzes the willingness to accept the private cost of urbanization of Shijiazhuang's agricultural transfer population,and puts forward specific countermeasures and suggestions.
