Studies On The Problem Of Scientific Research Performance Management Of M Institute

The scientific research institutes are important institutions in a country,which undertake an important role in the national science and technology project.The scientific research institutes in China influenced by factors such as the system and ideology have many problems,such as the lack of scientific research performance management system,having no sound supporting measures and so on.The M institute which studies in this paper is a typical representative of China's state research institutes.M institute has strong ability of science and technology and the scientific research strength,but with the relatively weak level of management,especially on the scientific research performance management.M institute does not getting enough attention on the scientific research performance management lead to the research performance evaluation controversially.To make scientific research performance of M institute has an reasonable evaluation,and to motivate the staff's work enthusiasm,based on the background of the actual problem of M institute,this paper combs the existing problems of scientific research performance of M institute,and puts forward the concrete plan and measures to solve the problem of scientific research performanceFirstly,this paper summarizes the domestic and foreign research status of this topic,and analyzes the existing research achievements both at home and abroad.Secondly,this paper defines the relevant concepts of scientific research performance,the significance of scientific research performance,the status and the development of trend of scientific research performance in China.Thirdly,the paper analyzes the implementation situation,existing problems and causes of scientific research performance management of M institute.Specific reasons include:the managers and employees of M institute are not aware of the importance of scientific research performance management;M institute does not have a complete scientific research performance management system;on the concrete implementation,the design of scientific research performance evaluation is unscientific;the supporting measures of scientific research performance management are not perfect;the importance of the application of scientific research performance evaluation does not getting enough attentions.Finally,according to the problems existing in the scientific research performance management,the author puts forward to improve the measures,mainly from focus on improving the consciousness of scientific research performance management;establish a perfect scientific research performance management system;strengthen the formulation of scientific research performance evaluation;improve the supporting measures for scientific research performance management;applied scientific research performance management results scientifically and reasonably.At the end of the article,the basic conclusion of this paper is clarified,and the author puts forward the direction of exploration and study in the future.
