As an important part of modern human resources management system,performance management is the key factor for approaching the strategic target of an organization.Properly implementing performance management methods can comprehensively and systematically analyze current status of human resources management of the organization and optimize talent motivating and training mechanisms.The subject of study in this thesis is SW institute which is a scientific research type organization under direct control Geological Survey of China.SW institute is the only national nonprofit organization that conducting studies on hydrogeology,engineering geology and environmental geology.The leading research areas of the institute are geothermal resources,polluted hydrogeology and regional hydrogeology.The geological survey techniques,researching methods and testing ability of S W institute are international advanced.To further improving individual working ability and core-competitiveness of the organization,establishing a reasonable,systematic and adaptive performance management system has become the key emphasis of human resources management works.In this thesis,the performance evaluation,the trend of the performance management and the theories of performance management over the world are firstly summarized.Secondly,the systematic description and analytical comparison between several performance management methods,such as management by objective(MBO),key performance indicator(KPI)and balanced scorecard(BSC)and 360° assessment method,are included.Next,the performance management works of the researchers in SW institution is studied and analyzed by implementing literature analysis method,questionnaire survey method,discussing method and some other methods.Subsequently,the existing problems and deficiencies are described in the thesis and the causes of the problems are thoroughly analyzed.According to existing problems,an optimization on current performance management method is proposed.It optimizes the goal and the working principle of performance management in SW institution.On this basis,a suitable performance evaluation system has been established for SW institution,management are thoroughly implemented.Based on results of discussions and surveys,some reasonable suggestions on setting performance indicators,setting indicator weights,procedures of examination,scoring standards,exam results feedback and results utilization are made.The performance management are analyzed and discussed in the thesis.Some specific optimizations for the performance management in SW institution are made.It is valuable for improving the performance management systems of researchers in SW institution and other non-profit institutions.
