driving force of economic sustainable development is technological innovation.The technological innovation of enterprises is the fundamental and effective way to solve environmental protection and sustainable economic development.The traditional view is that environmental regulation,while solving pollution problems,will increase the cost of enterprises,reduce the productive investment of enterprises,and have a negative impact on the technological innovation of enterprises,leading to stagnant economic development.Porter's"Porter Hypothesis" in 1991 provided new ideas for the formulation of regulatory policies.The "Porter Hypothesis" believes that enterprises will strengthen technological innovation under appropriate environmental regulation policies,thereby reducing the impact of environmental regulations on production.The benefits of technological innovation can effectively offset the cost of production that the environmental regulation policy brings to the enterprise.With the deepening of research,the nonlinear relationship between environmental regulation and technological innovation has been proposed,which greatly enriched the theory of environmental regulation.Environmental regulation policy has become an important means to protect the environment and solve pollution problems.Considering the possible impact of environmental regulation on production activities and technological innovation activities of enterprises,governments in various countries begin to pay more attention to the sustainable development of economy and ecological protection when formulating corresponding environmental regulation policies.And the relationship between technological innovation activities of enterprises.Every country in the world is facing the problem of environmental pollution.Through a series of exploration of environmental control measures,the forms of environmental regulation policies are constantly changing.Initially,the government adopted mandatory orders to control the pollution emission problems of enterprises,and formulated emission standards to regulate the emission behavior of enterprises.At present,more attention has been paid to the important role of market incentives in environmental regulation policies.Enterprises try to minimize production costs and maximize profits by paying emission tax and trading emission rights.With the enhancement of environmental awareness,people begin to spontaneously conduct environmental regulation.Environmental regulation plays an important role in the process of environmental pollution control.Due to the externality of the environment,the ambiguity of property rights and the characteristics of public goods,the market mechanism is out of order,leading to pollution problems.How to solve the problem between environmental protection and economic development has become the focus of research on environmental regulation.Technological innovation is the core driving is not only affected by the level of political system and economic development,but also by historical culture,geographical location and other factors.What are the regional differences in the relationship between environmental regulation and technological innovation,and provide a reference for the selection of strength and tools in the process of environmental regulation policy formulation.Find out the main reasons that affect the differences between regional environmental regulation and technological innovation,compare and analyze the differences,and provide theoretical support and suggestions for each region to formulate appropriate environmental regulation policies.This paper selects the panel data of 30 provinces(autonomous regions and municipalities)in China from 2006 to 2016 as a sample of research.Through the analysis of environmental regulation and technological innovation impact mechanism,it explores the impact of environmental regulation policies on enterprise technology innovation activities.Due to differences in economic development strategies,regional resource endowments,geographical locations,and cultures in different regions,there has been a huge difference between environmental planning levels and technological innovation capabilities in various regions.Therefore,through the differentiation of the eastern,central and western provinces,the regional differences in the impact of environmental regulation on technological innovation are studied.The research shows that there is a "U" relationship between environmental regulation and technological innovation,and there are obvious differences in the impact of environmental regulation on technological innovation in the eastern,central and western regions.
