Research On The Problems And Countermeasures In The Implementation Of The Basic Old-age Insurance System For Urban And Rural Residents In Sucheng District

With the acceleration of the aging process of our society,people's demand for high-quality social security services is becoming more and more urgent.In 2014,the state council formally proposed the establishment of the basic old-age insurance system for urban and rural residents,which is one of the most important social policies in China.The implementation of the basic old-age insurance system for urban and rural residents based on the vital interests of the broad masses of residents has enabled the residents to enjoy the pension benefits brought by the system,increased the security sense of the insured residents,improved the cohesion of society and the fairness of social distribution,contributed to the overall development of urban and rural areas,and has important significance for building a well-off society and building a harmonious society.Suqian sucheng district is actively committed to the exploration of the residents' pension insurance system.In 2015,the basic pension insurance system for urban and rural residents will be implemented.However,in the process of implementation,the system will be affected by many factors,showing different problems,thus affecting the effect of the implementation of the system.After reading and reviewing a large number of literature,on the basis of sorting out the residents' pension insurance system,we have fully grasped the current implementation status and related research of the basic pension insurance system for urban and rural residents.Based on the social equity theory,Maslow's hierarchy of needs theory and urban-rural integration theory,we have made a theoretical analysis of the basic pension insurance for urban and rural residents,and made a follow-up study.It provides a theoretical basis.This paper introduces in detail the process of implementing the residents'endowment insurance system in urban and rural areas of sucheng district,and concentrates on the research of the residents' endowment insurance system implemented in sucheng district of suqian city from the basic information of the insured residents,the basic situation of the insured residents,the understanding of the residents' endowment insurance system and their satisfaction with the implementation of the system by using the questionnaire method.Based on the analysis,this paper expounds the implementation of the old-age insurance system for residents in sucheng district.By using induction and deduction method,we visited the residents at the same time and found that there were several problems in the implementation of the system in sucheng district:the residents' fee-paying consciousness and the awareness of continuous insurance participation were weak;the overall payment level of residents was low;the service of grass-roots institutions was imperfect;the connection with other systems was not smooth;and it was difficult to identify pensioners.Finally,on the basis of following the latest national basic old-age insurance policy for urban and rural residents and combining with the actual situation of urban and rural residents in sucheng district,the paper puts forward countermeasures and suggestions to improve the implementation effect of the system:(1)broaden the channels of policy publicity,improve residents' awareness of participating in insurance;(2)increase residents' income sources and enhance residents' ability to pay premiums;(3)Improve the construction of grass-roots organizations,improve the level of management services;(4)constantly improve the system,increase incentives;(5)improve the management level of pension funds.
