The Research On New Rural Endowment Insurance In Hanshou County Of Changde City

In recent years,with the social and economic development of our country,the Party Central Committee and the government have brought the steady promotion and development of the new type of rural residents'old-age insurance with Chinese characteristics into the perspective of decision-making.In his report to the Nineteenth National Congress of the Communist Party of China,General Secretary Xi clearly pointed out that we should persist in improving people's livelihood in the development of socialism and build a comprehensive multi-level social security system that covers the whole people,integrates urban and rural areas,has clear powers and responsibilities,guarantees moderation and sustainability in accordance with the requirements of bottom line,networking and mechanism construction.Guarantee system,the full implementation of the national insurance plan,solid promotion of the new rural insurance work,to ensure that the elderly rural residents have maintenance.However,with the implementation of the new type of agricultural insurance,the problems in the current situation of participating in the insurance have gradually become prominent,and the problems in the current situation of participating in the insurance have become obstacles to the implementation of the new type of agricultural insurance.Whether the new rural insurance can really make the rural residents old-age maintenance,the core lies in whether the coverage rate and treatment level of the new rural insurance is high or low.This paper focuses on the ideas of theory-problem-cause-Reference-countermeasure.The first chapter mainly elaborates the connotation and historical changes of the new rural old-age insurance,and clarifies the theoretical basis for the participation of the new rural old-age insurance.In the second chapter,the basic situation of the new rural old-age insurance in Hanshou County is summarized.The management mode of the new rural old-age insurance in Hanshou County is carefully analyzed,and the basic process of the local new rural old-age insurance system in China is elaborated in a point-to-area way.On the basis of this,the third chapter investigates and studies the current situation of the new rural insurance in Hanshou County,surveys the participants in the implementation of the new rural insurance,summarizes the existing problems,and carefully analyses the causes of the problems,and finds out the countermeasures to solve the problems in the current situation.Chapter IV is to find out the relevant practical enlightenment of rural old-age insurance at home and abroad from two perspectives,domestic and foreign.The fifth chapter is to sort out the problems existing in the present situation of the new rural old-age insurance in Hanshou County,and put forward some countermeasures on the basis of this:first,to build a multi-level new rural old-age insurance participation model;second,to optimize the multi-level new rural old-age insurance participation system from the perspective of regional differences;third,to improve publicity and launch in all directions.Fourthly,it is expected to improve the level of payment and promote the work of par;ticipating in the insurance of the new rural insurance through practice.Fifthly,it is necessary to improve the operating mode of the mechanism from various angles and innovate the work of participating in the insurance of the new rural insurance in a normal way so as to promote the stable development of the new rural insurance in China.Through the investigation and Research on the current situation of the participation of the new rural insurance,the author hopes to provide useful inspiration and suggestions for the local government in promoting the participation of the new rural insurance,effectively solve the dilemma and problems brought to the rural residents in the process of the participation of the new rural insurance,and let the rural residents really realize the old-age maintenance.
