"Food is the first necessity of man",and "safety is the soul of food",it fully illustrates the status and role of food safety in the process of human survival and development.Higher education institutions are important institutions for cultivating talents,and are also places for students to study and live.The issue of food safety is not only related to the healthy growth of college students,but also related to the security and stability of society.In order to ensure the food safety,the competent government departments and school authorities have spent huge financial,material and human resources to strengthen the supervision of food safety,and achieved great regulatory achievements,which has played an active role in preventing food safety incidents.However,we should also see that there are still many security risks in canteens of higher education institutions,such as the source,processing and preservation of raw materials,the construction of school food safety system,the division of school food safety responsibility and so on.In this context,this paper takes higher education institutions in Dandong as research object,studies and discusses the problems of food safety supervision in the hope that the research results will be of great significance to improve the actual effect of food supervision in canteens of higher education institutions.First of all,this paper comprehensively describes the current situation and achievements of food safety supervision in higher education institutions of Dandong.On this basis,the existing problems and causes are analyzed,the problems mainly include the supervision of the government and the management of schools.The main reasons for the above problems are the imperfect regulatory laws,the restriction of the regulatory system,and the lack of incentive mechanisms and regulatory power.Secondly,this paper uses the United States,Germany,and Japan as examples to describe the experience of food safety management in higher education institutions.It is also suggested that our country should draw inspiration and reference from the improvement of laws,strict food safety standards,participation in catering service management institutions of college students,and the establishment of product traceability system.Thirdly,in view of the problems existing in food safety supervision in Dandong,specific regulatory countermeasures are proposed.Its contents mainly include the proposal of supervision objectives and principles,the establishment of food safety incentive mechanism,the improvement of food safety supervision laws and systems,the improvement of methods and means of food safety supervision in colleges and universities,and the enhancement of the connection between government supervision and the management of school canteens.The contents mainly include the proposal of supervision objectives and principles,the improvement of food safety supervision laws,effectiveness of government supervision on food safety and methods of food safety supervision in colleges,the establishment of food safety supervision risk warning mechanism and food safety supervision and incentive mechanism,the enhancement of the connection between government supervision and school canteen management,and the increase of investment in food safety supervision for colleges.The fundamental purpose of research on food safety supervision in higher education institutions of Dandong is to provide a relatively systematic and operational supervision scheme for Dandong higher education institutions food safety supervision.It can not only provide reference and guidance for the practice of food safety supervision,but also promote the healthy development of canteens in Dandong higher education institutions.
