Study On Peasants’ Participation In The Process Of Land Expropriation Compensation

In the past 40 years of reform and opening up,China’s economy has been rising and developing rapidly.The advancement of industrialization and urbanization has led to a large number of rural land resources being developed.Farmers lost their land,lost their jobs,lost their houses and had nothing to rely on.In order to protect the legitimate rights and interests of land-lost farmers,China has successively stipulated in the constitution,the property law,the land management law and other laws and regulations that land can only be expropriated out of the need of public interests and the premise of appropriate compensation,and the living conditions of peasants should be guaranteed when expropriating their houses.In order to protect farmers’ rights and interests at the same time,China’s laws and regulations,and policies are put forward in the file to safeguard farmers’ right to know,to participate,the right to express and to supervise,especially in the 19 th CPC National Congress Report,but also put forward the goals and requirements of “ we should both consolidate government and improve the institutions of democracy at the primary level to ensure the people’s rights to be informed,to participate,to be heard,and to oversee”.However,in practice,farmers’ failure to participate in land expropriation compensation in an orderly manner and safeguard their own legitimate rights and interests leads to their disorderly and non-institutional participation,which weakens the effect of social governance and hinders the construction of democracy at the grassroots level and high-quality economic development.Therefore,enhancing farmers’ participation in land expropriation compensation has important practical significance for improving social governance,promoting socialist political democracy and economic construction.Based on the governance theory and equality theory,this paper focuses on the participation of farmers in the process of land expropriation compensation in X district of W city.On the basis of integrating and summarizing the results of the questionnaire survey,it first sorts out the existing problems of farmers’ participation so as to have an objective understanding of the participation of farmers.Secondly,research and analysis of the root cause of the problem,clear cut point to solve the problem.Finally,combining the causes of the problems,this paper puts forward the optimal countermeasures of farmers’ participation in the land expropriation compensation process from three aspects,including system,farmers’ organization and government,so as to improve the effect of land expropriation compensation with farmers’ full and orderly participation,so as to promote social governance innovation,expand grass-roots democracy and promote economic development.
