The Research On The Public Participation In The Process Of Expropriation And Compensation Of Houses On State-owned Land In Dadukou District Of Chongqing

House demolition constantly emerges with the process of urbanization.It causes a series of conflict and dispute.Introducing the public participation in the process of house demolition is considered to be an effective path to realize harmonious house demolition.Public participation in the process of house demolition can supervise the government effectively and promote the urban construction in a more democratic and scientific way.It is not only an inevitable choice for sustainable development of cities,with widely practical significance.The Regulation on the Expropriation and Compensation of Houses on State-owned Land clearly stipulates the content of public participation,which will lay the foundation for the transition of the expropriation and compensation.However,public participation is not just about the stipulation in law.It will take a long period of development to form effective public participation.Taking the overseas experience into consideration,Chinese public participation in the process of expropriation and compensation of houses on state-owned land is on the initial stage of exploration.Both the related theories and the practice remains to be further developed.On the basis of domestic and overseas research results and advanced experience,this paper investigates the public participation in the process of expropriation and compensation of houses on state-owned land in Dadukou District of Chongqing City,analyzes the deficiencies,and presents a strategy.In addition to the introduction part and epilogue part,this paper mainly includes four parts.The first part clarifies the definition of the expropriation and compensation of houses on state-owned land,and discusses the theory of public participation.The second part takes Dadukou District of Chongqing City as example.It discusses the current situation of the public participation in the process of expropriation and compensation of houses on state-owned land,from two aspects which include design and pactice of the system.The third part analyzes deficiencies and reasons of the public participation in the process of expropriation and compensation of houses on state-owned land in Dadukou District.The fourth part discusses suggestions for optimizing the public participation from three aspects,whcich contains value support,system guarantee and organizational support.
