Since the implementation of “The Belt and Road initiative”,China has actively developed friendly and economic relations with countries along the route.Northern Laos is close to southwestern Yunnan in China,the Vientiane Saysettha Development Zone in Laos is a national-level cooperation project jointly established by the government of China and Laos.It is one of the important projects on the South Belt of “The Belt and Road”.In response to the national strategy,some enterprises actively participate in the investment and construction of countries along the route,mainly investing in local infrastructure and processing and manufacturing.Laos' raw materials and labor resources are relatively rich and cheap and Laos' economy is relatively backward.It is the country that implements the GSP system.It also attracts countries other than China,such as Japan,Thailand,Malaysia,Indonesia and so on to invest in the local market.In response to the global demand for lowering production costs and opening up new markets,Southeast Asian countries will be an important investment market for all countries and market competition in Laos will become increasingly fierce.Vientiane Saysettha Development Zone is the only national development zone in Laos.This paper selects 11 Chinese enterprises that have been put into operation in the Vientiane Saysettha Development Zone as the research objects.Firstly,through extensively reading the domestic and foreign literature about enterprises' innovation performance,I sort out the factors that affect the innovation performance of enterprises.Secondly,interview and pre-investigate the middle management personnel of these Chinese enterprises that have been put into operation as well as the relevant staff and leaders of the development zone's management company to modify and improve the contents of the questionnaire to conform the actual situation in Laos and then conduct the formal questionnaire survey.Finally,this paper uses the fsQCA method to conduct an empirical study of small samples in the development zone and draws two high innovation performance paths and three low innovation performance paths composed of environmental factors,structural factors,organizational factors and personal factors.Through the research,the following conclusions of this paper can be drawn: First,strong environmental factors play an important role in the high innovation performance of enterprises.Second,when organizational factors are not strong,environmental factors play a regulatory role in the process of the low innovation performance of enterprises;only when organizational factors are strong,enterprises may produce low innovation performance.Third,enterprises with strong personal factors,strong structural factors and strong environmental factors may produce high innovation performance,but it does not mean when these factors are not strong,enterprises may produce low innovation performance.Based on these conclusions,this paper also puts forward relevant suggestions: Firstly,pay attention to Laos' fiscal policy,monetary policy and the competition status of the industry in the hos t country,make full use of Laos' relevant policies and use industry competition to stimulate enterprise innovation.Secondly,enterprises should enhance their own innovations from the perspective of corporate innovation culture,strategic goals,new management methods and employee incentive to provide the source of continuous innovation.Finally,in the process of enterprise innovation,the manage ment of the company should not be limited to the existing mode of thinking.Enterprise innovation performance is not only affected by a certain factor,it needs to study the combination of conditions that affect the innovation performance of enterprises from many aspects.
