Chinese medical instrument enterprises develop only after the founding of new China gradually, they were at the low cost, low technical, low added value and the labor-intensive in the quite long time because the comprehensive national strength is weak and the science and technology is unenlightened, until the 1990s, they have established the more perfect scientific research, the industrial production and the quality control system. With the deepening of reform and opening and enhancement of economic level, China becomes the third largest medical device market of the world. The huge consumer groups bring the important opportunities of development with Chinese medical instrument enterprises, however, faced open markets and strong competition from multinational companies, Chinese medical equipment enterprises are still suffering from four pieces of growing pains: lacking in the independent innovation ability and the achievement; depending on foreign core technology; low market competitive ability; insufficient business management level, these problems restrict the development of enterprises seriously, the core question is that independent technological innovation ability is weak. The United States is the representatives of developed countries, its fundamental mode of technological innovation is the independent innovation, it has many characteristics, such as: the powerful mechanism, the high level research and development organization, paying regard to the talented person troop construction. The pattern of Japan technological innovation is imitation innovation, its characteristics are low innovation cost, quick speed of the development, short time of innovation. The paper believes that there are four aspects of macro factors that affect the choice of Chinese medical instrument enterprises: medical industry environment of competition, demographic factor, the health care market structure, economic environment. The policy factors that impact on innovation model selection of Chinese medical instrument enterprises are the patent system and trade policy, the larger influence is that the policy of giving partial imported product relief from tax and termination of inspection fees of dual track system. Chinese medical instrument enterprises have four advantages in technology innovation, owning the most extensive clinical resources and the broadest market resources of the world, having good industrial foundation, big talent and R&D investment, established supervision and management system adaptive market economy, the paper consider Chinese medical instrument enterprises should insist on three basic principles in technological innovation, insisting in all proceeding from reality, insisting in basing on our country and taking a broad view at the world, sticking to independent innovation as the ultimate goal.
