Study On Urban Employment Of Yunnan Agricultural Transfer Population In The Process Of New Urbanization

As is known to all,China has entered the crucial stage of urbanization,new in this process,the agricultural population to the rational flow of urban form and urban residents enjoy town all kinds of social security,and share the dividends of the social and economic development in our country,become a town "new residents",realize sustainable and high quality development,will affect the balance of urban and rural development,even relates to the harmonious stability of the whole society.From 2011 to 2015,yunnan province witnessed a wave of "farmers entering the city" with the largest number in history,and the number of agricultural migrant population kept growing.This situation seems to be a direct reflection of urbanization,but in fact,agricultural population is still independent of cities in cities.Due to the high barriers to entry in some cities,although these agricultural population has been living in the city,but because of the household register access,urban problems such as employment,housing,health care,children start school,especially the urban employment problem,make this part of the crowd drifting for a long time in between urban and rural,formed between the rural and the town's "third class group".In order to fundamentally solve the increasingly prominent social,economic,resource and environmental problems in urban and rural areas in the process of new-type urbanization,we must take the employment of rural migrant population as a breakthrough point and realize the scientific and reasonable transfer of agricultural population to urban areas.At the same time,it is also an important guarantee to improve the quality of new-type urbanization.In this paper,the new urbanization,agricultural transfer of population,agriculture,agriculture surplus labor transfer and agricultural surplus labor force employment made interpretation of the concept of population urbanization in rural labor force shift theory,Marx lewis dual economic structure theory and schultz human capital theory and xi jinping,general secretary of the new urbanization employment theory constitutes the theoretical basis of this article.By making full use of theoretical knowledge and taking yunnan province as an example,this paper conducted a survey on the current situation of agricultural migrant population in zhaotong,honghe,baoshan and other places.Through to the provincial agricultural leading group office,NBS survey office in yunnan province,the provincial public security department,the provincial department of human resources and social security hall collect related data,access to a large number of literature about agricultural transfer of population employment in cities and towns,in the new urbanization objectively,yunnan agricultural transfer of population problems is analyzed,the cause of the urban jobs,It is believed that the urban-rural dual structure has not been completely broken,which is still an important reason restricting the employment of the rural migrant population.The low cultural quality of laborers leads to the low quality of urban employment.Fewer large-scale enterprises in yunnan province,the industrial support is insufficient,lead to insufficient agricultural transfer of population employment,as well as various agricultural transfer of population of urban employment policies and measures to carry out the does not reach the designated position,is the yunnan province agricultural transfer of population employment quality is not high,difficult to "labor" and "labor shortage" coexist,such as the root cause of the problem.At the end of the paper,the author puts forward the prospect of how to realize the specific employment path in the urbanization process of yunnan province.First,it is necessary to improve the long-term mechanism of the employment ability and skill training of the migrant agricultural population.It is an important approach and effective measure to carry out oral-based education and training,especially to strengthen the entrepreneurial training of the new generation of migrant agricultural population,so that they can learn certain technical ability in the work in big cities,harvest the "first pot of gold",and support them to return home to start their own businesses;The second is to speed up the pace of household registration system reform,development,deepen and the household registration system in all kinds of related reform,aiming at promoting urban and rural integration,phasing out and registered permanent residence by linking the various benefits and supporting treatment,public service gradually make registered permanent residence to return to reflect the nature of personal identity function originally,only narrow the gap between urban and rural policy gap.Third,we should develop industries in small and medium-sized cities and towns,enhance their absorption capacity,optimize the spatial layout of population urbanization,and thoroughly solve the stubborn problem of "semi-urbanization" of agricultural migrant population.We should not be confined to the migration of agricultural migrant population to big cities,and guide them to flow to small towns through relevant policy support.So as to achieve the purpose of local urbanization and citizenization.Fourth,give full play to the guiding role of the government,strengthen the establishment and improvement of the social security system related to the agricultural migrant population,effectively protect the legal employment rights of the agricultural migrant population,and solve their worries about employment.
