Innovation is placed at the core of national development since the 18 th National Congress of the Communist Party of China?In many important speeches,state leaders repeatedly emphasized the need to constantly promote theoretical and institutional innovation,technological and cultural innovation."Global Innovation Index Report2018" shows that China has ranked among the top 20 most innovative economies,indicating that China is speeding up the process of building an innovative power.Under the background of "mass entrepreneurship and innovation",market economy has burst out with unprecedented vigor.Enterprises have joined the ranks of transformation and upgrading.While enhancing the comprehensive strength of the country,they are also facing fierce market competition.Therefore,improving the innovation performance of enterprises and enhancing the competitive advantage of enterprises have become an important field for innovation scholars and managers to explore.As employees are the main innovators of enterprises,the improvement of their overall knowledge and ability is related to the level of innovation performance of enterprises.Based on innovation theory and "IPO" model,this paper constructs the innovation performance work system of local enterprises and tests the internal and external effects of the system with empirical data.The purpose is to explore the effect of human resources management practice on employees' innovation incentive and innovation performance of enterprises.The promotion effect of promotion and the internal effect of innovation performance work system have an important impact on the core competence of enterprises,and ultimately put forward effective suggestions for enterprise innovation management.Combining qualitative research with quantitative research,Firstly,starting from the research background and significance,this paper points out the importance of innovation to the development of enterprises,and studies the relevant literature at home and abroad on innovation performance,high performance work system and innovation and innovative human resources practice.It is found that employee innovation needs to be based on some incentive measures,and enterprise innovation needs to be based on certain knowledge and skills stock.Secondly,taking the middle and senior leaders who are currently engaged in human resources management inenterprises as the object,we conduct in-depth interviews,and code the interview content three levels based on grounded theory.We find the relationship among innovation input,innovation process and innovation results of enterprises and the external impact of the system,and construct the system effect model of innovation performance work.Finally,350 sample data of knowledge-intensive and technology-intensive enterprise employees collected by the questionnaire are used to test the effectiveness model of innovation performance work system.The results show that:(1)innovation input has a positive impact on innovation process and results;(2)under the influence of innovation process,innovation input has a stronger explanatory power on innovation results;(3)innovation performance work system based on "input-process-output" has a significant internal effect;(4)the internal effect of innovation performance work system can significantly positively affect the core competence of enterprises.
