After nearly 10 years of exploration and practice theory discussed, "the three powers split" theory, theorists and government level basically reached a Rural Land Property Rights in consensus, namely: the implementation of collective ownership, stabilize and liberalize the right to contract Franchise. Among them, the rural land contract and management rights and housing property and other "two powers" as representatives of rural property mortgages, has launched a pilot started earlier in some natural conditions mature areas, Shaanxi Province and Ningxia Hui Autonomous Region some counties(districts) conducted a pilot explore, rural land situation in the country also has a representative. Shaanxi Province in Northwest living connection East, an important position in the southwest, the level of China, the central region and economic development in the country living in the middle reaches of the provinces and cities area. The Ningxia Hui Autonomous Region has historically been an important trade channel traffic east and west, ancient and modern, known as "stuffed Jiangnan" reputation, as a Muslim neighborhood, enjoy ethnic regional economy, especially the policies.
