Application Research Of PPP Mode In Urban Underground Utility Tunnel Project Of Jilin Province

Urban underground utility tunnel is a municipal infrastructure to measure the level of modernization of urban construction,which is favored by various departments in China.In 2013,the State Council issued "Opinions on Strengthening Urban Infrastructure Construction" and "Guiding Opinions on Strengthening Urban Underground Pipeline Construction Management",and other documents.Various localities began to deploy utility tunnel construction work one after another.In 2015,10 cities throughout the country carried out pilot projects for the construction of underground utility tunnels.At present,provinces and municipalities are closely planning for the construction of utility tunnels,which has achieved gratifying results.Achievements.Jilin Province,as the only pilot province of utility tunnel project,actively carries out planning and construction.As a new type of municipal infrastructure,the utility tunnel is difficult to sustain because of its single investment and financing mode,large investment cost in the early stage,and long recovery period of investment.Using foreign PPP mode for reference,social capital participates in the construction of public infrastructure,introduces advanced management technology and experience,fully improves the construction and operation management level of PPP projects,and stimulates economic vitality and creativity.Because the application of PPP mode in utility tunnel engineering is still in the exploratory stage in China,there are some problems such as insufficient understanding of PPP,non-standard operation,and imperfect legal system.Premier Li Keqiang put forward in his government work report in 2019 that PPP should be promoted in an orderly manner.Based on the life cycle theory,this paper explores the application of PPP mode in urban underground Utility Tunnel Project in Jilin Province.This paper comprehensively analyses the current situation and problems of PPP operation mode,main project participants,construction content,return mechanism and related supporting policies in Jilin utility tunnel engineering application by using system thinking,and constructs the whole life cycle management operation framework of PPP mode in Jilin utility tunnel engineering application.With the help of grey fault tree model,this paper identifies and analyses the risks that may arise in each stage of PPP project,and gives relevant suggestions;proposes the innovative project management mode of PPP+EPC in construction period;and uses DEMATEL model to establish the key indicators of project operation performance appraisal items.Based on the analysis of the application of PPP in T city's actual utility tunnel project and the specific environment of project implementation,this paper puts forward some suggestions for improving the application of PPP mode in Jilin utility tunnel project,which provides a feasible method for the whole life cycle project management of PPP mode and adds impetus to the infrastructure construction of our country.Finally,according to the actual situation of my work and research in the consulting organization,and based on the theory of life cycle project management,this paper puts forward reasonable countermeasures and suggestions for the application of PPP mode in underground utility tunnel engineering in Jilin Province,which provides theoretical and reference significance for the development of PPP mode in similar cities.
