As the enhancement of innovation technology's complexity,the promotion of technology update speed and the development of globalization,enhancing the core competiveness by colleges and enterprises only on its own has become more and more difficult.Through following innovation by introducing technology has failed to keep pace with the footsteps of the development of science and technology.Currently,collaborative innovation is the key areas that both of business and academic circles focus on.The project of colleges' collaborative innovation ability enhancement(Project 2011)is one of the major strategic projects which is aimed at constructing our country into an innovative nation.With the implement of "project 2011",the research on performance evaluation of collaborative innovation center has become a hot issue.Among them,industry collaborative innovation center involve in much more enterprise organizations and has long innovation chain.It emphasizes more units to participate in and the systematicness and complexity of collaborative innovation is very obvious.On this background,the purpose of this paper is to build a set of effective,scientific,reasonable and operable performance evaluation index system of industry oriented collaborative innovation center.Based on the ideas above and on the basis of existing literature review,this study put forward build the evaluation model based on the strategic map combing with stakeholder theory and system theory.According to this model building performance evaluation system of industry collaborative innovation center.We choose the first four industry collaborative innovation center of "Project 2011" as the samples.By using the principle of the normal cloud model and the method of assignment and quantitation,the quantitative data and qualitative judgement can be unified to be processed,coded and calculated.Finally,the statistical analysis can be carried out on the weighting performance.In this study the following conclusions are drawn:?Performance evaluation index system of industry collaborative innovation center based on the strategic map is scientific and reasonable.The evaluation model based on the strategic map can provide effective tool for strategic positioning,coordinate the mechanism of stakeholders and realize the multi-dimensional drive of cause and result.So using this model in the performance evaluation of collaborative innovation center can obtain ideal effect.?The performance evaluation index system of industry collaborative innovation center built in this paper is reasonable,effective and operational.After analyzing organization background,determining the center mission and vision,establishing causality and dimensions and indicators,this study build the reasonable evaluation model based on strategic map.Then we use literature research method to build preliminary index system and use method of judging importance by experts for index screening and adjustment.?the performance evaluation method based on the cloud model makes the final results more objective and credible.Most research only us the statistic method for quantitative data and fuzzy evaluation method for qualitative data.However,both of those two methods don't take the same importance of qualitative and quantitative indicators for performance evaluation into consideration.Therefor this paper use normal cloud model to unify and transfer the qualitative and quantitative indicators.And we take example by the improvement measurement of AHP based on the normal cloud model.?The performance levels of four industry collaborative innovation center have difference.According to the performance scores four center can be divided into three echelons.
