The Theory And Application Research Of The Performance Evaluation Of “Industry-University-Research Institution” Collaborative Innovation Projects

“Industry-University-Research institution” cooperation first arose in the early 20 th century in America.Then it gradually spread to the rest of the developed countries such as Finland and Japan.And in recent years it is developing very fast in China.With increasing cooperation depth,the form of “I-U-R” cooperation has evolved from the initial achievement transferring and technical consulting into today's "I-U-R" collaborative innovation.And the implementation of the "2011 project" of the ministry of education also puts it to a further development.So far,however,the study of “I-U-R” collaborative innovation still remains in the stage of theory construction,only a few of which is relevant to its management and few concerns “I-U-R” collaborative innovation project performance evaluation.Since most “I-U-R” collaborative innovation was organized in project,it is very necessary and important to evaluate the performance of “I-U-R” collaborative innovation projects accurately.In order to do that,scientific and practical evaluation index system and evaluation methods for “I-U-R” collaborative innovation project performance must be adopted.On the basis of connotations and characteristics analysis of “I-U-R” collaborative innovation(project),the main points of performance evaluation for “I-U-R” cooperative innovation project are put forward.Then the performance evaluation index system for “I-U-R” collaborative innovation projects is constructed,including "dominant performance","recessive performance" and "collaborative performance" all three dimensions.Through questionnaires and statistical analysis,the reliability and validity of the evaluation index system are empirically tested.Thus a comparatively scientific and practical evaluation index system for collaborative innovation project performance is established.On this basis,efficacy coefficient method is used to eliminate the influence of index dimensions and AHP method is used to weigh indexes and the elements of every level.Finally,the “I-U-R” collaborative innovation project performance evaluation model is fulfilled.This model can not only carry on the comparisons of different projects,but also evaluate a single project.In order to combine theory with practice,this topic also evaluates the performances of four typical “I-U-R” cooperative innovation projects,and points out the main problems existing in them as well as some opinions and suggestions for the problems.Referring to former study about the performance evaluation of “I-U-R” cooperation and “I-U-R” collaborative innovation,this paper develops the performance evaluation index system and the comprehensive evaluation model for “I-U-R” collaborative innovation projects.Along with the theory innovation,this study also applies it to practice and puts forward some thoughts for its usages,thus this article has both theoretical significance and practical value.
