Research On The Construction Of Agricultural Production Management Talent Team In Daqing City

In rural revitalization strategy,talent is the key.The agricultural production management personnel,the person in charge of the farmer professional cooperatives,leading agricultural enterprise,family farm and professional investors,is not only the backbone of agricultural and rural modernization in Daqing,implementer and beneficiary of promoting high-quality agricultural and rural development,as well as the leader and important promoter in the process of modern agricultural production management.Therefore,the construction of agricultural production management personnel team is the basis and guarantee of agricultural and rural development,This has the vital significance to the rural revitalization strategy implementation.This paper takes the agricultural production management personnel team in Daqing as the research object.And we summarize the basic situation of the construction of agricultural production management talent team in Daqing from three aspects,the current situation of agricultural production in Daqing,the composition of agricultural production management personnel,and the overview of agricultural production management personnel team building.Using grey models(1,1)Model prediction method and Exponential Smoothing method to forecast the total supply of agricultural production management talents in Daqing in the future,and we found that although the total number of talents was on the rise,there is still a gap compared with the total demand target of agricultural production management personnel of Daqing and heilongjiang province.After predicting,The total number of talents in 2020 cannot meet the target demand.We developed a questionnaire for the construction of agricultural production management personnel in order to guarantee the achievement of agricultural production management personnel team construction goal mentioned in "Heilongjiang Province Medium and Long-term Talent Development Plan" and "Daqing Modern Agriculture Development "13th Five-Year Plan",Let more people engaged in agricultural labor and those who want to participate in agricultural construction be transformed into agricultural production management talents,make up the shortage of talent supply,increase the total amount of talents,and need to clarify the basic characteristics of current talents.Therefore,we have specially developed a survey on agricultural production management talents..Understand the basic situation of talents in terms of their ability,participation in training and the knowledge ofpolicies and regulations.Lay the foundation for further accelerate the development of personnel for agricultural production management.We put forward the proposal based on the above research results from four aspects,expanding channels for talent introduction,strengthen the development of local talents,improve the personnel training and promotion system and give full play to the advantages of the government system.And put forward the safeguard measures from five aspects,define the talent team management department,establish the talent management information platform,establish the agricultural talent association,provide financial security for the talent team and improve policies to guarantee the team of the talents.To increase the total number of talents constantly,improve the production of the agricultural production management personnel team.This paper used the method of combining qualitative analysis and quantitative analysis method.We explored and made suggestions for the basic situation of the construction of agricultural production management personnel,and hope to provide basis for the construction of agricultural talent team in Daqing.
